k <br /> Facts in Support of the Finding: <br /> The potential for cumulative effects of leachate on water and air quality is discussed in Section <br /> IILK of the EIR. Mitigation Measures K.S and K.6 will also mitigate cumulative water and air <br /> quality impacts. <br /> h.VOC-Contaminated Plume Extending Northeast From the Landfill <br /> Potential Sign iftcantlmpact(K 9): <br /> A VOC-contaminated plume extends from the northern edge of the landfill border to <br /> approximately 4,000 feet northeast(downgradient)of the landfill site. <br /> Finding: <br /> Based upon the analysis in the EIR,implementation of the current Regional Water Quality <br /> Control Board Order and the recommendation made in the April 1999 Corrective Action Plan, <br /> including new extraction wells and use of the air stripper,will make potential water <br /> contamination due to the VOC-contaminated plume less than significant. <br /> The following mitigation measure will mitigate these impacts to below a level of significance. <br /> Mitigation Measure(Impact K 9): <br /> (a) The implementation of the current RWQCB Order and the recommendation made in <br /> the April 1999 Corrective Action Plan (CAP) shall be continued and completed. The new <br /> data to be collected should address the potential impacts to the local supply wells. The <br /> siting of the new extraction wells can be modified as appropriate to minimize impact to <br /> supply wells. Additional off-gassingfrom the air stripper will require more frequent <br /> change out of the activated carbon vessels. <br /> Facts in Support of the Finding: <br /> The potential for impacts of the VOC-contaminated plume on water quality is discussed in <br /> Section IILK of the EIR. The measure above is designed to mitigate water quality impacts of the <br /> VOC-contaminated plume. <br /> i.Risk to Wells Located Downgradient of the Landfill <br /> Potential Significant Impact(K.10): <br /> Private irrigation wells located downgradient of the Austin Road Landfill are at risk from the <br /> VOC-contaminated groundwater plumes. <br /> Finding. <br /> Based upon the analysis in the EIR,testing of ground water and supplying bottled water as <br /> necessary to affected households will make potential risks to private irrigation wells less than <br /> significant. <br /> 48 <br />
