i
i
u
Ei
E
I:
The following mitigation measure will mitigate these impacts to below a level of significance.
Mitigation Measure (Impact K 10):
(a) The Operator shall continue the City of Stockton's program to test all known water
supply wells within the area of the mapped and projected groundwater plume. fVhere
detectable VOCs are reported, bottled water shall be supplied as is currently being done
for two affected households
Facts in Support of the Finding:
The potential for effects on downgradient wells is discussed in Section IILK of the EIR. The
measure above is designed to mitigate impacts on the downgradient wells.
It. Public Health and Safes
'N a.Worker Exposure to Chemical Contamination and Particulates
Potential Significant Impact(L.1):
Worker exposure to chemical contamination and particulates during landfill operations may
exceed levels protective of health or safety.
Finding:
,,
Based upon the analysis in the EIR,not accepting special wastes, dust control procedures
a specified in the Site Operations Plan, monitoring of workers' dust exposure, engineering controls
of dust if needed, supplying site personnel at risk with gloves, coveralls, eye protection, and
respirators,if needed, preventing wastes on workers' clothing from leaving the landfill site, and
prohibition of employee dining near the active landfill, will make the impact of worker exposure
;y to chemical contamination and particulates during landfill operations less than significant.
The following mitigation measures will mitigate these impacts to below a level of significance.
E Mitigation Measures (Impact L.1):
(a) The landfill would not accept any unpermitted special wastes that potentially may
contain elevated levels of hazardous substances.
(b)Dust control procedures specified in the Site Operations Plan would be applied to
handling of all wastes received at the landfill.
(c)Dust exposure of site workers shall be periodically measured to determine if
recommended exposure levels are exceeded.
(d)Additional engineering controls shall be implemented by the site operator, if needed,
to control dust emissions. Such controls might include wind screens near the unloading
areas or the use of dust suppressants.
49
i
I
