(e)If the above engineering controls cannot reduce employee dust exposure below an
acceptable level as determined by the LEA, site personnel at risk shall be supplied with
gloves, coveralls, eye protection, and respirators.
(/) Wastes must not leave the landfill site on workers clothing. This EIR suggests the
following measures:
• working clothes should be left behind at the landfill and cleaned by the operator;
• changing areas should be provided at the project site so that workers do not carr
y
material off-site;and
• dust accumulated on non-washable items should be removed by vacuuming, not by
brushing or blowing.
(g) Workers shall not be allowed to eat near the active landfill.
Facts in Support of the Finding:
The potential for worker exposure to chemical contamination and particulates is discussed in
Section TILL of the EIR. The measures above are designed to mitigate the impacts resulting from
worker exposure to chemical contamination and particulates.
b.Potential Impacts from Hazardous Waste Brought to the Landfill
Potential Sign lcant Impact(L.2):
Hazardous waste found in the MSW may be brought to the landfill for disposal.
Finding:
Based upon the analysis in the EIR,continuation of the current load checking program,continued
participation in the San Joaquin County Regional Household Hazardous Waste Program,and
employee training in hazardous waste recognition and handling will make the impact of
hazardous waste brought to the landfill less than significant.
The following mitigation measures will mitigate these impacts to below a level of significance.
Mitigation Measures(Impact L.2):
(a) The landfill operator would continue the City of Stockton's load checkingprogram to
discourage the improper disposal of hazardous materials.
(b) The City of Stockton shall continue to participate in the San Joaquin County Regional
Household Hazardous Waste Program to help reduce the amount of household
hazardous waste in the waste stream.
50
