i <br /> (c)Landfilling operating personnel shall be trained to recognize and properly handle <br /> hazardous wastes. This should include a 40-hour hazardous materials management <br /> worker trainingprogram that complies with 29 CFR. <br /> Facts in Support of the Finding: <br /> The potential for hazardous waste brought to the landfill is discussed in Section TILL of the EIR. <br /> �i The measures above are designed to mitigate the impacts resulting from hazardous waste brought <br /> to the landfill. <br /> c.Hazard of Spills and Accidents <br /> Potential Significant Impact(L.3): <br /> Spills,collisions,upsets,or other accidents at the landfill or during waste transport could cause <br /> injury to site.workers,the general public or the environment. <br /> Finding: <br /> Based upon the analysis in the EIR, implementation of the Standard Safe Work Practices listed in <br /> the Site Operations Plan,requiring operating and maintenance personnel to wear and use <br /> approved safety equipment,control of landfill access,compliance with state regulations on <br /> landfill health and safety,and approval of any new waste transport haul routes to the landfill by <br /> the San Joaquin County Community Development Department will make the impact of spills and <br /> accidents less than significant. <br /> The following mitigation measures will mitigate these impacts to below a level of significance. <br /> Mitigation Measures(Impact L.3): <br /> (a) The Standard Safe Work Practices listed in the Site Operations Plan would be <br /> implemented by the landfill operator. <br /> (b) The landfill operator would comply with provisions of the CCR, Title 27, which <br /> requires that operating and maintenance personnel are required to wear and use <br /> a <br /> pproved safety a uiPment}or personal health and safety. <br /> (c)Landfill access would continue to be controlled to discourage unauthorized entry by <br /> persons or vehicles. <br /> (d) The landfill operator would comply with all provisions of the CCR, Title 27, <br /> 'Disposal Site Operations° that apply to landfill health and safety. <br /> (e)Any new waste transport haul routes to the landfill shall be approved by the SJCCDD <br /> and Public Works Department. <br /> 51 <br />
