i
II
e.Potential Spread of Pathogens by Vectors
Potential Significant Impact(L.5):
Municipal solid waste contains pathogens that could be spread by vectors.
Finding:
Based upon the analysis in the EIR,daily cover,banning of tires and large dead animals,control
of seagulls,and periodic monitoring for vectors will make the spread of pathogens by vectors less
than significant.
The following mitigation measures will mitigate these impacts to below a level of significance.
Mitigation Measures (Impact L.5):
(a) The landfill operator would follow legally required daily or alternative cover
practices.
f (b) The landfill would continue to ban tires, which collect water and serve as a breeding
ground for vectors, and large dead animals from disposal at the landfill.
(c) The landfill operator would continue to reduce the seagull nuisance by using auto
firing cannons,firing cracker shells from a handgun, and playing tape recordings of a
seagull in distress. Suspended wires would be used if additional control measures are
needed.
u (d) The LEA shall periodically monitor the landfill for the presence of vectors. LEA
C:
inspections shall be documented in the administrativefrle.
Facts in Support of the Finding:
u
The potential for spread of pathogens by vectors is discussed in Section III.L of the EIR. The
measures above are designed to mitigate the spread of pathogens by vectors.
E Cumulative Public Health Impacts of Landfill Gas Generation
i, Potential Significant Impact(L.G):
The project,by incrementally adding to local landfill gas generation,would have a cumulative
public health impact.
Finding:
Based upon the analysis in the EIR,Mitigation Measure LA will make cumulative public health
impacts of landfill gas less than significant.
53
