i� <br /> II <br /> e.Potential Spread of Pathogens by Vectors <br /> Potential Significant Impact(L.5): <br /> Municipal solid waste contains pathogens that could be spread by vectors. <br /> Finding: <br /> Based upon the analysis in the EIR,daily cover,banning of tires and large dead animals,control <br /> of seagulls,and periodic monitoring for vectors will make the spread of pathogens by vectors less <br /> than significant. <br /> The following mitigation measures will mitigate these impacts to below a level of significance. <br /> Mitigation Measures (Impact L.5): <br /> (a) The landfill operator would follow legally required daily or alternative cover <br /> practices. <br /> �f (b) The landfill would continue to ban tires, which collect water and serve as a breeding <br /> ground for vectors, and large dead animals from disposal at the landfill. <br /> (c) The landfill operator would continue to reduce the seagull nuisance by using auto <br /> firing cannons,firing cracker shells from a handgun, and playing tape recordings of a <br /> seagull in distress. Suspended wires would be used if additional control measures are <br /> needed. <br /> u (d) The LEA shall periodically monitor the landfill for the presence of vectors. LEA <br /> C: <br /> inspections shall be documented in the administrativefrle. <br /> Facts in Support of the Finding: <br /> u <br /> The potential for spread of pathogens by vectors is discussed in Section III.L of the EIR. The <br /> measures above are designed to mitigate the spread of pathogens by vectors. <br /> E Cumulative Public Health Impacts of Landfill Gas Generation <br /> i, Potential Significant Impact(L.G): <br /> The project,by incrementally adding to local landfill gas generation,would have a cumulative <br /> public health impact. <br /> Finding: <br /> Based upon the analysis in the EIR,Mitigation Measure LA will make cumulative public health <br /> impacts of landfill gas less than significant. <br /> 53 <br />
