Mitigation Measure L.4 will also mitigate the cumulative impact of <br /> landfill gas generation. <br /> C.IMPACTS ANALYZED IN THE EIR AND DETERMINED TO BE SIGNIFICANT <br /> AND UNAVOIDABLE <br /> With the implementation of all available and feasible mitigation measures recommended in the <br /> EIR, the following adverse impacts of the project stated below are considered to be significant <br /> and unavoidable,both individually and cumulatively,based on information in the EIR, in the <br /> record, and based upon testimony provided during the public hearings on this project. These <br /> impacts are considered significant and unavoidable despite the mitigation measures which are <br /> imposed and which will reduce impacts to the extent feasible. <br /> 1.Land Use <br /> a.Loss of Farmland <br /> Significant Unavoidable Impact A.2 <br /> The proposed project would convert approximately 219 acres of prime agricultural land to <br /> industrial use. Because farmlands are a diminishing resource in the County,this loss would be <br /> considered significant. This impact is also addressed in Impact J.2,below. <br /> Finding. <br /> Based upon the whole record,the Planning Commission finds this impact to be significant and <br /> unavoidable. No mitigation is available for loss of prime farmland. This impact is overridden by <br /> the project benefits as set forth in the Statement of Overriding Considerations. <br /> Facts Supporting the Finding: <br /> Prime farmland is a diminishing resource in the County,therefore the loss of approximately 219 <br /> acres of prime farmland is considered significant. Because the loss of prime farmland would be <br /> irretrievable with project development,this impact is considered significant and unavoidable and <br /> no mitigation has been identified which would be available to compensate for the loss of prime <br /> farmland anticipated with the site's development. <br /> 54 <br />
