2.Visual and Aesthetics <br /> a.Visual Disruption of the Physical Pattern and Scale of the Surrounding Agricultural <br /> Community <br /> Significant Unavoidable Impact B.I <br /> The proposed project would visually disrupt the physical pattern and scale of the surrounding <br /> g agricultural community,due to increased height and mass of the landfill at buildout. This impact <br /> would exceed the threshold of significance. <br /> Finding: <br /> :i <br /> Based upon the whole record,the Planning Commission finds this impact to be significant and <br /> unavoidable. All feasible mitigation(listed below)has been required of the project,however, <br /> these impacts remain significant and unavoidable. This impact is overridden by the project <br /> i= benefits as set forth in the Statement of Overriding Considerations. <br /> Mitigation Measures(Impact B.1): <br /> N <br /> d (a)A 6-foot high chain link fence or other fencing acceptable to the County would be <br /> constructed at the perimeter of the property to limit public access. <br /> (b) Upon closure, the top and side slopes of the landfill would be planted with grasses <br /> ,1 (primarily to control soil erosion). <br /> E ' <br /> (c)Dense screening vegetation shall be planted around the fencing to visually buffer eye- <br /> level views o facilinstructures, vehicles and a ui ment �om adjacent roadways and <br /> residences. <br /> (d)Iffeasible, the angular top and side slopes of the landfill shall be rounded to create <br /> more naturalistic contours,and hydroseeded with a mixture of native grasses and <br /> wildflowers that would visually blend with plants around the project site. I <br /> Facts Supporting the Finding: <br /> All feasible mitigation measures for visual impact will be incorporated into the project. <br /> However,the visual impacts will remain significant and unavoidable: ' <br /> b. Contribution to Cumulative Visual Disruption of the Physical Arrangement of the <br /> Surrounding Agricultural Community <br /> Significant Unavoidable Impact B.7 <br /> The proposed project would contribute cumulatively to the disruption of the physical arrangement <br /> of the surrounding community,due to increased height and mass of the landfill at buildout. This <br /> impact would exceed the threshold of significance. <br /> 55 <br />
