V <br /> Finding: <br /> Based upon the whole record,the Planning Commission finds this impact to be significant and <br /> unavoidable. All feasible mitigation(listed below)has been required of the project,however, <br /> these impacts remain significant and unavoidable. This impact is overridden by the project <br /> benefits as set forth in the Statement of Overriding Considerations. <br /> Mitigation Measure (Impact B.7): <br /> (a)As feasible, the edges of adjacent roadways shall be landscaped with native shrubs <br /> and trees (such as valley oak) to camouflage the landfill facilities. <br /> Facts Supporting the Finding: <br /> All feasible mitigation measures for cumulative visual impact will be incorporated into the <br /> project. However,the visual impacts will remain significant and unavoidable. <br /> 3.Air Ouality <br /> a.Increase in Criteria Air Pollutant Emissions <br /> Significant Unavoidable Impact G.7 <br /> The project,by incrementally.adding to regional air pollutant emissions,would have a cumulative <br /> air quality impact. This impact would exceed the threshold of significance. <br /> Finding: <br /> Based upon the whole record,the Planning Commission finds this impact to be significant and <br /> unavoidable. All feasible mitigation(listed below)has been required of the project,however, i <br /> these impacts remain significant and unavoidable.
