Conversion of prime agricultural land to non-agricultural use (project-related) <br /> B.PROJECT BENEFITS <br /> The benefits from approving the County permits for the Austin Road Landfill Expansion are <br /> i) related to the provision of long-term disposal capacity for the Stockton area's solid waste,and <br /> ownership and operation by a private solid waste management firm. The specific project benefits <br /> are: <br /> 1. Provision of long-term solid waste disposal capacity for the project area. <br /> 2. Compliance with environmental objectives,including containment of waste, separation of <br /> waste from groundwater,minimization of air emissions,protection of public views, and <br /> appropriate management of storm water and leachate. <br /> 3. Compliance with the regulatory standards of all relevant permitting agencies. III <br /> 1 <br /> V <br /> C.FINDINGS <br /> I As the CEQA lead agency for the proposed action,the County of San Joaquin has reviewed the <br /> project description and the EIR and fully understands the project proposed by the City of <br /> + Stockton. As set forth in the CEQA Findings and herein,the Planning Commission finds that all <br /> potential adverse environmental impacts and all feasible mitigation measures to reduce the <br /> impacts have been identified in the Draft Supplemental EIR,the Final Supplemental EIR,and i <br /> pub]ic.testimony. These impacts and mitigation measures are discussed in the CEQA Findings. <br /> The Planning Commission also finds that a reasonable range of alternatives was considered in the <br /> EIR and that no feasible alternatives that substantially lessen project impacts are feasible for <br /> adoption. <br /> Finding• <br /> Having considered the unavoidable,adverse environmental impacts of the Austin Road Landfill <br /> Expansion Project,the Planning Commission hereby determines that all feasible mitigation has <br /> been adopted to reduce or avoid the potentially significant impacts identified in the EIR and that <br /> no additional feasible mitigation is available to further reduce significant impacts. Further,the <br /> Planning Commission finds that economic,social,and other considerations and benefits of the <br /> project outweigh the unavoidable adverse impacts of the project as described above. The Austin <br /> Road Landfill Expansion Project as proposed will provide long-term solid waste disposal <br /> capacity for the Stockton area, in compliance with the regulatory standards of all relevant <br /> permitting agencies,and in compliance with environmental objectives,including containment of <br /> waste, separation of waste from groundwater,minimization of air emissions,protection of public <br /> views, and appropriate management of storm water and leachate. In making this finding,the <br /> Planning Commission has balanced the benefits of the proposed Project against its unavoidable <br /> environmental impacts and has indicated its willingness to accept those risks. The Planning <br /> Commission finds that the benefits of the project,identified above, are substantial and override <br /> C) each of the unavoidable impacts of the Project,also identified above. <br /> 59 <br />
