f
E
30
sources, revealed that no archaeological sites had been found on
or near the proposed project area. Review of the historical
background of the proposed project area, including Gilbert
(1879) , Hillman and Covello (1985) and other sources, indicated
that since the surrounding region was settled in the 1870s,
historical resources might occur on the proposed project area.
Direct field inspection of the proposed project area revealed no
evidence of prehistoric cultural resources: the only cultural
remains present on the project are interpreted as the remains of
a gravel extraction and processing plant, long since abandoned.
Evaluation of the Cultural Resources Investigations
Cultural resources investigations of the proposed 500-acre
gravel extraction area are evaluated as comprehensive, since all
of the proposed project area was subjected either to intensive or
` general cultural resources survey (Figure 2) .
1. .
6: DISCUSSION AND INTERPRETATION
Evaluation of Cultural Resources Significance
The objectives of cultural resources investigations of the
proposed project were to locate and record all cultural resources
present on the proposed project APE, and to identify procedures
by which adverse impact upon cultural resources could be avoided,
or if necessary, mitigated.
No prehistoric cultural resources were identified as a
result of investigation of the proposed project area. The
southwest segment of the project area exhibits historic cultural
remains, the remnants of a gravel extraction plant. The gravel
plant was dismantled, leaving only the concrete footings of the
processing machinery. The cultural remains are evaluated as not
significant pursuant to NRNP criteria [36 CFR 60. 4 (a-d) ] (quoted
above) . The integrity of the cultural remains (the ability of a
given property to 6onvey its significance) is equally
unresponsive in respect to location, design, setting, materials,
workmanship, feeling, and association. Hence, the significance of
the remains in question is evaluated as nil. It is considered
that the process of recordation has fulfilled the research
potential of these remains. Accordingly, no further action is
indicated in reference to cultural resources, with the exception
of the recommendations and stipulations set forth below.
