Review of the historical <br /> background of the proposed project area, including Gilbert <br /> (1879) , Hillman and Covello (1985) and other sources, indicated <br /> that since the surrounding region was settled in the 1870s, <br /> historical resources might occur on the proposed project area. <br /> Direct field inspection of the proposed project area revealed no <br /> evidence of prehistoric cultural resources: the only cultural <br /> remains present on the project are interpreted as the remains of <br /> a gravel extraction and processing plant, long since abandoned. <br /> Evaluation of the Cultural Resources Investigations <br /> Cultural resources investigations of the proposed 500-acre <br /> gravel extraction area are evaluated as comprehensive, since all <br /> of the proposed project area was subjected either to intensive or <br /> ` general cultural resources survey (Figure 2) . <br /> 1. . <br /> 6: DISCUSSION AND INTERPRETATION <br /> Evaluation of Cultural Resources Significance <br /> The objectives of cultural resources investigations of the <br /> proposed project were to locate and record all cultural resources <br /> present on the proposed project APE, and to identify procedures <br /> by which adverse impact upon cultural resources could be avoided, <br /> or if necessary, mitigated. <br /> No prehistoric cultural resources were identified as a <br /> result of investigation of the proposed project area. The <br /> southwest segment of the project area exhibits historic cultural <br /> remains, the remnants of a gravel extraction plant. The gravel <br /> plant was dismantled, leaving only the concrete footings of the <br /> processing machinery. The cultural remains are evaluated as not <br /> significant pursuant to NRNP criteria [36 CFR 60. 4 (a-d) ] (quoted <br /> above) . The integrity of the cultural remains (the ability of a <br /> given property to 6onvey its significance) is equally <br /> unresponsive in respect to location, design, setting, materials, <br /> workmanship, feeling, and association. Hence, the significance of <br /> the remains in question is evaluated as nil. It is considered <br /> that the process of recordation has fulfilled the research <br /> potential of these remains. Accordingly, no further action is <br /> indicated in reference to cultural resources, with the exception <br /> of the recommendations and stipulations set forth below. <br />
