The subject property <br /> rs a'rectAngular shaped , multi-acre agricultural land-use property situated near the <br /> i center of San Job County, roughly six miles southwest of Stockton. The. ro osed <br />+` <br /> site. is situated adjacent to-the west side-of Borba Road roughly %-mile north o Howard <br /> Road,.a local east-west'arterial that provides access to l-5 about five miles east of the <br /> site:.: There ' wooden structures on the subject property including a single <br />? family residence, a barn, 'and two sheds. <br /> Vehicular access to'the subject property is gained from Borba Road via a dirt/gravel <br /> road,situated near the southeastern corner of the parcel. The Nextel wireless <br /> communicationsfacility o <br /> tY will operate e 24 hours/day, 7 days/week, 365 days per year. <br /> This is an unmanned facility. Following the completion of construction a technician will <br /> visit the site approximately once every four to six weeks for an hour or so. <br /> A review of flood status maps prepared by the Federal Emergency Management <br /> Agency (FEMA) for San Joaquin County and the general area of the subject property <br /> (Community Panel No.: 0602990440C — Effective Date: 04 April 2002) indicated the site <br /> is located within an area designated by FEMA as a Zone A2. FEMA has defined the <br /> Zone A2 as an area within the 100-year flood plain (special flood hazard area) where <br /> the Base Flood Elevations (BFE) and flood hazard factors are known. The site is <br /> identified to be within an area where the BFE is seven feet above mean sea level <br /> (amsl). The elevation of the proposed lease area is 6' amsl. As such, the proposed <br /> facility and associated equipment will need to be situated on an elevated base that will <br /> be above the base flood elevation (8' amsl). <br /> AREA DESCRIPTION I <br /> The surrounding area is agricultural in nature. The subject property is situated within an <br /> agricultural area along Borba Road in San Joaquin County, west of the City of Stockton. <br /> The area is dominated by large agricultural fields and isolated residential areas <br /> intermixed with farm production facilities. The subject parcel is bounded by the <br /> following land uses: <br /> NORTH: AG <br /> SOUTH: AG <br /> EAST: AG <br /> WEST: AG <br /> CONCLUSION <br /> The establishment and operation of the proposed Nextel wireless communications <br /> facility at 8707 Borba Road (APN 162-080-02), San Joaquin County, California, as <br /> proposed will not be detrimental to the public health, safety, peace, morals, comfort, and <br /> general welfare of persons residing or working in the neighborhood of the proposed use, <br /> I <br /> G <br />
