facilities should be provided with a 30-foot minimum throat-width to accommodate up to two lanes, <br /> one inbound receiving and one outbound lane. All driveway intersections are projected to operate at <br /> acceptable conditions as "full-access" intersections. <br /> • Per the Tentative Map submitted by the project applicant, approximately thirty lots are proposed on <br /> the subdivision's frontage along Jack Tone Road. Owing to high speeds and expected significant <br /> future traffic growth on Jack Tome Road, the proposed plan will result in potentially unsafe traffic <br /> operating conditions on the Jack Tone Road segment along the project frontage. Per the San Joaquin <br /> County General Plan, direct access from single-family residential properties to a minor arterial is <br /> prohibited. Therefore, the proposed subdivision should be re-designed to eliminate individual <br /> property access directly to Jack Tone Road. The acceptability of the currently proposed subdivision <br /> design will be per the discretion of the County Board of Supervisors. The following steps are <br /> recommended to address potential safety issues with the proposed subdivision design. <br /> + The applicant has indicated that the homes on the lots fronting Jack Tone Road would have a <br /> garage and driveway design that would allow drivers from these homes to "drive(forward)into" <br /> Jack Tone Road rather than"back(reverse)into"Jack Tone Road. This would serve as a "partial <br /> mitigation" for unsafe mid-block traffic operations. It is recommended that the County place the <br /> appropriate garage and driveway design requirement as a pre-condition for approval of the <br /> proposed project. <br /> • It is recommended that under "Existing plus Approved Projects plus Project" conditions, the <br /> segment of Jack Tone Road along the subdivision frontage be widened to accommodate a curb-to- <br /> curb width of at least 60 feet, within the ultimately planned 84-foot right-of-way. Within the 60- <br /> foot curb-to-curb cross-section, one southbound through lane, one northbound through Iane and a <br /> "two-way left-turn" median lane should be provided. The two-way left-turn lane will help <br /> promote the safety of vehicles entering and leaving the mid-block driveways. Furthermore,for the <br /> segment of Jack Tone Road along the subdivision frontage, additional shoulder width of at least 12 <br /> feet should be provided outside of the northbound through lane in order that vehicles can safely <br /> accelerate(or decelerate)from(or to)the homes fronting Jack Tone Road. It should be noted that <br /> traffic volumes(on both daily and peak hour basis)on Jack Tone Road segment through the study <br /> area would ultimately (by year 2020) be close to triggering the need for widening to a four lane <br /> arterial section. If a two-way center turn lane and wide shoulders were also to be accommodated <br /> in order to enhance safety along the project frontage, then the required cross-section could <br /> potentially entail widening beyond the planned ultimate 84-foot right-of-way by year 2020, which <br /> may not be feasible. For this reason, it is recommended that the subdivision be redesigned to <br /> eliminate direct residential property access to Jack Tone Road. <br /> + Based upon an inspection of the proposed tentative subdivision map, the on-site circulation and <br /> driveway spacing are projected to be of acceptable standards. w <br /> • The project is expected to generate minimal to negligible levels of bicycle and pedestrian trips that <br /> would significantly impact off-site facilities. The recommended improvements along Jack Tone Road <br /> segment fronting the project site are projected to provide sufficient safety for potential bicycle and <br /> pedestrian activity. <br /> • This traffic study did not find a need for installation of a roundabout at any of the study intersections as <br /> a potential mitigation measure. <br /> Lockeford Oaks Subdivision Traffic Impact Study Page 28 <br /> San Joaquin County R407MM.DOC125-6450-14 <br />
