The four lots which contain 26.9 acres should be retained as an open space <br /> park and not further subdivided at a future date into 79 homes. This will <br /> a) Help maintain a rural atmosphere; b) Keep oak trees from being adversely <br /> impacted (any structures,. roads, sidewalks, irrigated landscaping, etc.., <br /> which occurs within the drip line of' any oak. tree, will impact/kill that <br /> tree over time) ; and c) The existing vernal pools and associated endangered <br /> plant species will be retained. <br /> 2. Highway 88 Lockeford by-pass and about six traffic lights at key locati-ons <br /> (Hwy 88 and Jacktone, Hwy 88 and Elliott, etc. ) should be"installed before <br /> construction is started. Traffic is already out of LocTc <br /> control in the e'ford <br /> area, so please use some common sense in this area. <br /> 3. A Lockeford-Clements school district should be formed and construction of <br /> new schools completed before subdivision construction begins. <br /> 4. A Lockeford police department should be formed and tax dollars sent by <br /> Lockeford residents diverted from the county to do this. <br /> 5. The use of groundwater for a 26 acre lake (a ' non-renewable resource at current <br /> pumping rates) is not being accountable to futuregenerat oons. A 90's solution <br /> would be to construe a 5 acre wetland which would be used for waste water <br /> treatment, i .e, poli ing effect on treatment plant water before it goes into <br /> the lake. This would be an opportunity to establish endangered species and <br /> provide for public environmental education. Six 1/2-acre each bird nesting <br /> islands should be placed in the lake to provide for wildlife habitat and <br /> reduce the size of the lake by 3 acres.
