The four lots which contain 26.9 acres should be retained as an open space park and not further subdivided at a future date into 79 homes. This will a) Help maintain a rural atmosphere; b) Keep oak trees from being adversely impacted (any structures,. roads, sidewalks, irrigated landscaping, etc.., which occurs within the drip line of' any oak. tree, will impact/kill that tree over time) ; and c) The existing vernal pools and associated endangered plant species will be retained. 2. Highway 88 Lockeford by-pass and about six traffic lights at key locati-ons (Hwy 88 and Jacktone, Hwy 88 and Elliott, etc. ) should be"installed before construction is started. Traffic is already out of LocTc control in the e'ford area, so please use some common sense in this area. 3. A Lockeford-Clements school district should be formed and construction of new schools completed before subdivision construction begins. 4. A Lockeford police department should be formed and tax dollars sent by Lockeford residents diverted from the county to do this. 5. The use of groundwater for a 26 acre lake (a ' non-renewable resource at current pumping rates) is not being accountable to futuregenerat oons. A 90's solution would be to construe a 5 acre wetland which would be used for waste water treatment, i .e, poli ing effect on treatment plant water before it goes into the lake. This would be an opportunity to establish endangered species and provide for public environmental education. Six 1/2-acre each bird nesting islands should be placed in the lake to provide for wildlife habitat and reduce the size of the lake by 3 acres. Please do not ignore the high E.T. rate for this area.
