k <br /> (2) A security bond in an amount approved by the <br /> Department of Public Works and the State Geologist, <br /> in a form approved by County Counsel and the State <br /> Geologist, shall be secured prior to excavation. <br /> The amount of the guarantee shall be based on the <br /> estimated cost of rehabilitation (Section 9- <br /> 2244 [u] ) . <br /> (3) One copy of a Certified Excavation and <br /> Rehabilitation Plan, prepared by a registered Civil <br /> Engineer, licensed Land Surveyor, or Soils <br /> Engineer, incorporating all Conditions of Approval, <br /> shall be submitted to the Development Services <br /> Division for circulation to and approval of the <br /> involved County departments. A Plan Check fee will <br /> be required at the time of submittal. <br /> C. No solutions other than water shall be used in the <br /> processing of gold on the site. The use of mercury, <br /> arsenic, or any other toxins on the site is specifically <br /> prohibited. <br /> d. Excavation below an elevation of 280 feet, USGS datum, is <br /> not allowed. <br /> e. Final elevations within 25 feet of any property boundary <br /> must be greater than the abutting property. <br /> f <br /> f. Final and temporary slopes shall not exceed two feet <br /> horizontal to one foot vertical (Section 9-2244 [m] ) . <br /> g. Vegetation and overburden shall -not be removed from an <br /> area until the area is to be excavated, <br /> h. The topsoil shall be set aside, and upon completion of an <br /> excavation, the topsoil shall be replaced and the site <br /> leveled in conformance with the excavation permit <br /> (Section 9-2244 [i] ) . <br /> i. Stockpiled soil or material shall not be stored within 25 <br /> feet of a property boundary and shall be managed to <br /> minimize water and wind erosion (Section 9-2244 [b] ) . <br /> j . All retaining basins, settling ponds, ditches, and diking <br /> shall be to the specifications of the Development <br /> Services Division (Section 9-2244 [p] ) . <br /> k. Storm drainage from exposed surfaces shall be designed to <br /> minimize erosion.
