Parking <br /> The applicant is proposing to construct a 70,000 square foot building and expects 15 <br /> employees. Development Title Table 9-1015.3(a) states that for the Wholesale <br /> Distribution-Light use type, .5 parking spaces must be provided for each 1,000 square <br /> feet of building area and .5 parking spaces must be provided for each employee. As a <br /> result, 43 parking spaces would be required, including 2 accessible spaces, one of which <br /> shall be van accessible. The guidelines for parking stall dimensions for automobiles are <br /> a minimum of twenty (20) feet long by nine (9) feet wide (Development Title Section 9- <br /> 1015.5). The handicapped accessible parking space must be twenty (20) feet long by <br /> seventeen (17)feet wide (nine (9)feet wide parking area and an eight (8) foot wide <br /> loading and unloading area) (Development Title Section 9-1015.5). The surfacing of all <br /> permanent parking lots including parking spaces, driveways and maneuvering areas <br /> shall be surfaced and permanently maintained with asphalt concrete or Portland cement <br /> concrete to provide a durable dust free surface. The location, surface material, and <br /> dimensions for automobile stalls must be shown on the Site Plan if a full application is <br /> submitted. <br /> Landscaping <br /> Development Title Section 9-1020.8 (a) states all areas not used for building, parking, <br /> driveways, walkways, or other permanent facilities shall be landscaped. A minimum ten <br /> (10)foot wide landscaped strip, respecting the ultimate right-of-way width of Harding Way <br /> shall be installed across the frontage of the project site. (Development Title Section 9- <br /> 1020.8) Development Title Section 9-1020.5 states parking areas with more than twenty <br /> (20) stalls shall provide a minimum of five percent (5%) of landscaping within the <br /> perimeter of the parking area, not including landscaping along the street frontage. One <br /> tree shall be required for each five (5) parking stalls, or portion thereof, and shall be <br /> located throughout the parking lot. As a result, nine trees will be required for the <br /> proposed project. <br /> Screening <br /> Limited Industrial areas shall be developed so that industrial activities are conducted <br /> entirely within enclosed buildings and outdoor storage areas are screened. (General <br /> Plan Vol. I, Page IV-32) Development Title Section 9-1022.4(e)(1) states if an industrial <br /> project abuts a residential zone, an area shown on the General Plan for residential use, <br /> or a conforming residential use, a solid masonry wall six (6) to eight (8) feet in height <br /> shall be erected along the abutting property line. Items stored within one hundred (100) <br /> feet from a dedicated street or residential zone shall not be stacked higher than two (2) <br /> feet above the adjacent screen. The abutting parcels to the south have a General Plan <br /> designation of Low Density Residential (R/Q. There are scattered residences along the <br /> southern perimeter of the property. If a full application is submitted, the application <br /> should depict the location of the outdoor storage area and screening on the Site Plan <br /> Fencing <br /> The applicant is proposing a fence and four gates along the perimeter of the project site. <br /> Pursuant to Development Title Section 9-1022.2(f), any gate, other than gates for <br /> pedestrian use only, shall be set back or recessed a minimum of ten (10) feet from the <br /> property line unless there are at least sixteen (16) feet between the property line and the <br /> edge of the travelled roadway, in which case the setback requirement is waived. <br /> Development Title Section 9-1022.3 (e) states a fence up to seven (7) feet in height may <br /> 2 <br />
