I <br /> San Joaquin Valley <br /> Unified Air Pollution Control District <br /> December 8, 1993 <br /> Richard Larrouy <br /> San Joaquin County <br />` Community Development Department <br /> r 1810 East Hazelton Avenue <br /> r, <br /> Stockton, CA 95205 <br /> 4 <br /> Dear Mr. Larrouy: <br /> Subject: A Major Subdivision Application to Create 14 two-acre Lots (SU-92-6) <br /> The San Joaquin Valle Unified Air Pollution Control District (SJVUAPCD) has <br /> q Y <br /> reviewed the project referenced above and offers the following comments: <br /> San Joaquin Valley's air quality has been designated non-attainment by the EPA <br /> q Y q Y <br /> and the California Air Resources Board for the following pollutants, PM10 (fine <br /> particulate matter) and 03 (ozone). The! California Clean Air Act (AB2595), <br /> requires areas that are designated nonattainment to reduce emissions 5% annually <br /> luntil standards are met. <br /> If development eventually results from project approval, it will have the effect of <br /> contributing to the degradation of air quality due to increased traffic, operation of <br /> lawn and garden equipment, and space and water heating if'�gas-fired appliances <br /> are used. Any increase in air emissions make it more difficult to meet mandated <br /> emissions reductions and air quality standards. <br /> r ' <br /> i( <br /> A Negative Declaration is appropriate for this project from an air quality <br /> perspective. However, a concerted effort should still be made to reduce project <br /> related emissions if development occurs, as outlined below: ,, <br /> The following items are rules that have been adopted by the,, SJVUAPCD to reduce <br /> emissions throughout the San Joaquin 'Valley, and are required: <br /> 1 .
