Currently, Canepa Road serves <br /> sevdn residences that are not a part of the project, so the current A.D.T. is about 70. The <br /> total number of trips with the subdivision would be approximately 240 for Canepa Road. <br /> Canepa Road accesses onto Hildreth Lane,which proceeds north to Eight Mile Road and <br /> south and then west to State Route 99 East Frontage. An A.D.T. of 515 was recorded on <br /> Hildreth Lane about one-half mile north of Canepa Road in February 1991. During the <br /> same month, an A.D.T. of 1500 was recorded on Hildreth Lane east of Hilary Lane,which <br /> is about three-quarters of a mile southwest of Canepa Road. <br /> • Foppiano Lane: <br /> There will be 20 residences with access off Foppiano Lane, with a resulting A.D.T. <br /> increase for Foppiano Lane of about 200. In 1981, an A.D.T. of 660 was recorded on <br /> Foppiano Lane east of the Central California Traction Company railroad tracks. That is <br /> the most current A.D.T. record near the project site. <br /> The Development Title states that the traffic capacity for rural residential roads is about 2000 <br /> vehicles per day. <br /> According to ER-88-1, the existing traffic flows were examined in order to develop vehicle <br /> distribution. The existing intersection's Level of Service (LOS) for the a.m. and p.m. peak hours <br /> would remain unchanged with the addition of project traffic (see Attachment A and 13). Also, the <br /> Environmental Impact Report concluded that streets such as Hildreth Lane, Canepa Road, and <br /> Foppiano Lane would continue to function as rural residential streets, and increases in vehicle <br /> traffic from the proposed project would not strain their existing capacity. <br /> Another concern raised by the opposition was the increased potential for an auto-train collision <br /> at the intersection of Hildreth Lane and the Central California Traction Company railroad tracks <br /> as a result of project related traffic. The train crosses Foppiano Lane and Hildreth Lane once in <br /> the morning and once in the evening. The Department of Public Works is requiring that the <br /> subdivider enter into an agreement with San Joaquin County to participate financially in the <br /> installation of improvements for Central California Traction Company crossings at Foppiano Lane <br /> and Hildreth Lane. <br /> Air Pollution: <br /> A letter of opposition mentions the air pollution created during the construction of the residences <br /> and the deterioration of air quality due to the increase of vehicle emissions, wood burning stoves, <br /> fireplaces, and barbecues. The San Joaquin Valley Unified Air Pollution Control District did not <br /> respond to this application because the number of single-family parcels proposed does not <br /> exceed the threshold, as determined by San Joaquin Valley Unified Air Pollution Control District, <br /> beyond which there would be significant air quality impacts. During on-site construction, the <br /> applicant will be required to comply with the District's dust mitigation measures. <br />
