A soil suitability study must be performed <br /> prior to approval of the Final Map to determine if the area is suitable for septic tank usage. The <br /> two percolation tests that meet the minimum rate are required for each lot but were not included <br /> in a recent Nitrate loading study accepted and approved by the Environmental Health Division. <br /> Water Supply and Storm Drainage: <br /> According to ER-88-1,the anticipated water demands from the proposed project are not expected <br /> to significantly affect the areawide water table. The Department of Public Works is requiring water <br /> meters on all water services. <br /> The potential for groundwater quality degradation as a result of nitrate loading from the on-site <br /> septic systems will be mitigated by the applicant's proposal to construct two community wells that <br /> shall,conform with the requirements of San Joaquin County Public Health Services(Environmental <br /> Health Division) and the Department of Public Works. The system must provide adequate water <br /> to meet domestic and fire demands. <br /> A community detention pond with terminal drainage to the Calaveras River will provide storm <br /> drainage. An easement from Central California Traction Railroad will provide the route for the <br /> terminal drainage into the Calaveras River., The Department of Public Works is requiring a <br /> hydrology study to determine if the capacity of the Calaveras River and detention pond are <br /> adequate for the subdivision. A letter of consent for the.improvements on the adjoining parcel <br /> has been signed by the property owner and submitted with the application. <br /> Public Services: <br /> The letters of opposition expressed concern that a new subdivision would place an additional <br /> burden on the fire protection services, the Sheriff's office, and the schools. <br /> • Fire protection: For new residential buildings, a fire fee is added to the building <br /> inspection fee when a residential permit is issued. The County Fire Services Coordinator <br /> has recommended that Court A and Court B be connected to shorten the response time. <br /> Environmental Impact Report No. ER-88-1 stated that the increased demand created by <br /> this subdivision would not impact the Fire District's ability to adequately provide fire <br /> protection. <br /> • Sheriff's Department: ER-88-1 states that the addition of 36 homes to the area would <br /> incrementally increase the demand for law enforcement services and would contribute to <br /> the existing need for additional staffing and equipment created by cumulative <br /> development in the County. However, this project in itself would not generate a <br /> significant, adverse impact on this department. The response from the San Joaquin <br /> County Sheriffs Department notes that the project will have a major impact on current law <br /> enforcement procedures.
