t Item No. 3 <br /> PC: 12-17-92 <br /> f SU-92-15 <br /> s Page 8 <br /> subdivision design are recommended: visible home addressing; street lighting to meet <br /> County standards; cul-de-sac streets that have a 52-foot width, a maximum 300-foot <br /> length, and a 80-foot turnaround; perimeter fencing with security shrubbery adjacent to <br /> the fencing;window placement to allow investigation of suspicious outside activity; earth <br /> berms no higher than one and one-half feet in height; and fencing to secure the <br /> construction site and materials. <br /> • School District: The proposed development is expected to increase enrollment in the Lodi <br /> Unified School District. The response from Lodi Unified School District states that the <br /> District's existing school facilites are inadequate to accommodate the students to be <br /> generated by this development; however, the District has determined that the condition <br /> of approval requiring the applicant to execute a standard school financing agreement will <br /> provide adequate school mitigation. 1 <br /> ENVIRONMENTAL CONSIDERATIONS: <br /> An Environmental Impact Report (ER-88-1) was prepared for the Morada Meadows project when it was <br /> originally submitted in 1987. An EIR was required for this earlier proposal because of the existence of <br /> significant environmental impacts associated with the General Plan Map Amendment and Zone <br /> `t Reclassification. The Initial Study that was prepared for this project on November 17, 1992, indicated that <br /> no significant, adverse environmental impacts would result from this Major Subdivision application. On <br /> the basis of that review, a Negative Declaration was prepared. The previously prepared EIR was used, <br /> however, for technical purposes and to provide documentation for this Initial Study and Negative <br /> Declaration. In addition, a Certificate of Fee Exemption with a "De Minimis Impact Finding" has been <br /> prepared which states that the project could not have an adverse effect on wildlife resources. <br />
