These <br /> streams, subject the property to a definite, but determined <br /> flood hazard, as the Corps of Engineers did not study this <br /> area by the precise method. It will be difficult for the <br /> engineer to calculate the extent of 100 year flooding, because <br /> the stream splits into two branches upstream of the site. <br /> Staff has requested a flood hazard report from the Corps of <br /> Engineers but the Corps has not yet responded. The engineers <br /> may be unable to calculate the 100 year flood area, they may <br /> be able to determine safe areas because all of the proposed <br /> lots have areas at over 130' elevation. This is 10' above the <br /> al_pr-oximate flood elevation which the engineer shows on the <br /> Tentative Map. Rather than show the hazard area, the Final <br /> Map should show the area safe for buildings. <br /> The area has rolling topography, a variety of soils. The <br /> proposed parcels are smaller than necessary for economic <br /> agricultural uses. The project will therefore, remove 532 acres <br /> of farmland from production. The decision-making body will <br /> have to weigh this against the creation of 32 residential <br /> building sites. <br /> Groundwater is available and the lots are large enough to <br /> provide adequate leach fields for septic tanks. When the <br /> Hoard of Supervisors approved the Environmental Impact Report <br /> for U-81-5, it found five environmental impacts to be significant <br /> and adopted the attached Statement of overriding Considerations . <br /> RECOMMENDATION AND FINDINGS <br /> Based on the following findings : <br /> The project is consistent with the General Plan. <br /> The Hoard of Supervisors determined that GA-10 zoning is con- <br /> sistent with the General Plan in this area. <br /> The project 's adverse effects on the environment are justified by <br /> overriding considerations as detailed above. <br /> The project provides for future passive or natural heating or <br /> cooling opportunities : i <br /> Large lot sizes will allow for desirable solar orientation. <br /> Certify E. I.R. 81-7 as adequately describing the project 's impact. <br /> s <br />
