Parkin <br /> Development Title Table 9-1015.3(a) requires that 2.5 parking spaces must be provided for <br /> each 1,000 square feet of building area. The required number of parking at the site would be 14 <br /> spaces, 1 of which must be handicapped accessible. The applicant meets this requirement. <br /> The guidelines for parking stall dimensions for automobiles are a minimum of twenty (20) feet <br /> long by nine (9) feet wide (Development Title Section 9-1015.5). The dimensions for automobile <br /> stalls must be shown on the Improvement Plan. <br /> The parking surfacing requirement for off-site wine cellars must be chip seal or an alternative <br /> surfacing material (Development Title Table 9-1075.8[i]). The applicant is proposing a gravel <br /> driveway and crushed rock parking spaces, which meets this requirement. However, driveways <br /> shall have a minimum surface requirement of chip seal. <br /> Wine Storage Capacity <br /> As stated in the marketing plan, the winery proposes a minimum storage capacity of 300 cases. <br /> Pursuant to Development Title Section 9-1075.8(a), the storage capacity for an off-site wine <br /> cellar is a minimum of 300 cases and a maximum of 5,000 cases. The storage area must be <br /> able to contain a minimum of 300 cases. The 5,000 square foot, proposed cellar meets this <br /> requirement. <br /> Noise <br /> The applicant has indicated there will be amplified sound both indoors and outdoors at the <br /> marketing events. An off-site wine cellar and its associated marketing events are not classified <br /> as a noise sensitive land use. Amplified sound is permitted at both indoor and outdoor Special <br /> events and both indoor and outdoor marketing events pursuant to Development Title Section 9- <br /> 1075.8 (i). The project is subject to Development Title's stationary noise standards (50 dB <br /> Hourly Equivalent Sound Level daytime, 45 dB Hourly Equivalent Sound Level nighttime, 70 dB <br /> maximum sound daytime, 65 dB maximum sound nighttime). This applies to outdoor activity <br /> area of receiving use, or applies at lot line if no activity area is known.
