Phase I Environmental Site Assessment <br /> Neighborhood G <br /> Page 7 <br /> 3.2 ENVIRONMENTAL LIENS OR ACTIVITY AND USE LIMITATIONS <br /> An environmental lien is a charge, security, or encumbrance upon title to a property to secure the payment <br /> of a cost, damage, debt, obligation, or duty arising out of response actions, cleanup, or other remediation <br /> of hazardous substances or petroleum products upon a property. There are no environmental liens placed <br /> on the property according to the Preliminary Title Report from Commonwealth Land Title Company. <br /> 3.3 SPECIALIZED KNOWLEDGE <br /> No specialized knowledge regarding the Site or surrounding area was used in this assessment. <br /> 3.4 VALUATION REDUCTION FOR ENVIRONMENTAL ISSUES <br /> No valuation reduction for environmental issues was revealed by the property owner or Site manager. <br /> 3.5 OWNER,PROPERTY MANAGER,AND OCCUPANT INFORMATION <br /> Trimark Communities is the current property owner. B &B Arnaudo is currently farming the properties. <br /> 3.6 REASON FOR PERFORMING ASSESSMENT <br /> The reason for performing this Phase I ESA is to investigate the possible environmental conditions <br /> affecting the property prior to residential development by the Client. <br /> 3.7 OTHER <br /> None noted. <br /> i 4.0 RECORDS REVIEW <br /> 4.1 STANDARD ENVIRONMENTAL RECORD SOURCES <br /> The databases included in the records review are listed in Section 1.2.1. One location was identified in the <br /> ASTM specified databases within the specified search radii. This property, Trimark Communities, is <br /> located at 18621 Mountain House Parkway, about 1,600 feet to the northeast of the site, and is listed on <br /> the Hazardous Waste Information System (HAZNET) database. Records regarding this location were <br /> requested from the San Joaquin County Public Health Services/Envirotunental Health Division <br /> (PHS/EHD) and the San Joaquin County Office of Emergency Services (OES). Neither agency had <br /> records on file for the location. <br /> The databases specified by ASTM are commonly subject to infrequent and partial updating. This is <br /> especially true of those locations that no longer warrant inclusion in a given database. It is therefore not <br /> unusual to fail to find supporting documentation for locations identified in the ASTM specified databases <br /> search on file with local regulatory agencies. <br /> 4.2 ADDITIONAL ENVIRONMENTAL RECORD SOURCES <br /> 4.2.1 San Joaquin County Public Health Services/Environmental Health Division <br /> Addresses for Site properties and adjacent off-Site properties were submitted to PHS/EHD and the non- <br /> confidential portions of their files were researched.
