Noise <br /> Development Title Section 9-1025.9 lists the residential use type as a noise sensitive <br /> land use. Development Title Section 9-1025.9(d) states that the Review Authority shall <br /> require the preparation of an acoustical study-in instances where it has determined that <br /> a project may expose existing or proposed noise sensitive land uses to noise levels <br /> exceeding.the noise standards specified in Table 9-1025.9. Volume III of the General <br /> Plan states that the 65 dB noise contour level along State Route 88 (between Eight Mile <br /> Road and the Amador County line) is 133 feet from the edge of the roadway (Table III.D- <br /> 4A, pg. IIID-21). As a result, an acoustical study has been required. <br /> The applicant submitted a Noise Impact Study prepared by The Acoustics & Vibration <br /> Group (January 2004) to identify potentially significant noise impacts from State Route . <br /> 88 and has provided mitigation measures to reduce these impacts to a less than . <br /> significant level. The mitigation measures include the following, recommended <br /> conditions of approval, which are developed based on the following findings contained in <br /> the noise study: <br /> (• A sound wall must be built along the south property line of the lot immediately <br /> adjacent to State'Route 88 (Lot 1) to meet the backyard sound limits. The wall <br /> shall extend 200 feet from the intersection of Athearn Street along State Route <br /> 88 and extend a minimum of 30 feet perpendicular to State Route 88 along the <br /> boundary between the lot and parcel number 019-210-20. The sound wall must <br /> have a minimum surface weight of 3.5 to 4.0 lbs./sq. ft. The structure must be <br /> continuous along its width and height with no gaps including where the wall <br /> meets the ground. The wall shall be a minimum of six feet in height. <br /> • Table 9-1025.9 of the Development Title states that the maximum allowable <br /> M noise exposure level for interior spaces in a residential use is 45 dB. It is <br /> 1 strongly recommended that only a one-story home be built on Lot 1. Any:living <br /> space above one story will be exposed to the highest sound levels. However, if a <br /> two-story residence is proposed for this parcel, an interior sound study shall be <br /> performed for the proposed residence on Lot 1 when the building elevations, floor <br /> plans, and construction details are available. The purpose for the study is to <br /> M determine mitigation measures needed to meet minimum interior space noise <br /> standards: Before any building permit application is submitted for Lot 1, the <br /> interior noise study will be reviewed by the Community Development Department <br /> and must show that the interior noise level will be no greater than 45 dB. .The <br /> mitigation monitoring program would be implemented as follows: <br /> ♦ impact: To meet interior noise level standards for a two-story residence <br /> I on Lot 1 set forth in the Development Title. <br /> ♦ Mitigation: Conduct an interior sound study to ensure that the interior <br /> noise levels for a two-story residence is below the maximum level of 45 <br /> dB. A notice will be electronically placed upon the parcel in the computer <br /> system at the Community Development Department. This notice will <br /> state that an interior noise study must be done in the event that a two- <br /> story residence is proposed for Lot 1. . <br /> ♦ Time of Mffggfion: Before the submittal of any building permit <br /> application for Lot 1. <br /> ♦ Responsible A ecr ncy: Community Development Department. <br /> 2 <br />
