A Preliminary Soils Report is required in accordance with the County Standards for the <br /> purpose of determining the R-Value for the design of the roads. (Development Title Section <br /> 9-910.2) <br /> 20. All utilities shall be underground except power transmission facilities of 35 KV or greater. <br /> Public utility easements shall be provided along the road frontage of the subdivision and as, <br /> required by the public utility companies. (Development Title Section 9-1155.2) <br /> 21. All traffic signs and markings shall conform to the Manual on Uniform Traffic Control <br /> Devices and San Joaquin County Standards and shall be shown on the improvement plans. <br /> (Development Title Section 9-1150.2) <br /> 22. Access rights shall be dedicated and restricted for lot 1 along the frontage of State Highway <br /> Route 88. (Development Title Section 9-1150.5) <br /> 23. Offer of Dedication of ground water rights is required and shall be stated on the Final Map. <br /> 24. Street lighting shall be provided for the subdivision and the frontage of"B" Street. <br /> I (Development Title Section 9-1150.11) . <br /> 25. A new zone within County Service Area No. 43 shall be established prior to approval of the <br /> Final Map to provide for the operation, maintenance, and improvement of street lighting and <br /> storm drainage facilities. A new assessment for the zone shall be approved by the property <br /> owners prior to approval of the Final Map. The applicant shall pay for the cost to establish <br /> the new zone and determine the amount of assessment for the new zone. <br /> (Development Title Section 9-1100.5) <br /> 26.
