A Preliminary Soils Report is required in accordance with the County Standards for the purpose of determining the R-Value for the design of the roads. (Development Title Section 9-910.2) 20. All utilities shall be underground except power transmission facilities of 35 KV or greater. Public utility easements shall be provided along the road frontage of the subdivision and as, required by the public utility companies. (Development Title Section 9-1155.2) 21. All traffic signs and markings shall conform to the Manual on Uniform Traffic Control Devices and San Joaquin County Standards and shall be shown on the improvement plans. (Development Title Section 9-1150.2) 22. Access rights shall be dedicated and restricted for lot 1 along the frontage of State Highway Route 88. (Development Title Section 9-1150.5) 23. Offer of Dedication of ground water rights is required and shall be stated on the Final Map. 24. Street lighting shall be provided for the subdivision and the frontage of"B" Street. I (Development Title Section 9-1150.11) . 25. A new zone within County Service Area No. 43 shall be established prior to approval of the Final Map to provide for the operation, maintenance, and improvement of street lighting and storm drainage facilities. A new assessment for the zone shall be approved by the property owners prior to approval of the Final Map. The applicant shall pay for the cost to establish the new zone and determine the amount of assessment for the new zone. (Development Title Section 9-1100.5) 26. The subdivider shall agree to and shall pay user fees for the water, street lighting, and storm drainage services from the time improvements are accepted by the County until the lots are k placed on the County tax rolls, or up to an eighteen-month period, as the case may be. (Subdivision Map Act Section 66493) NOTE: Any construction activity that results in the disturbance of at least one (1) acre of soil shall require a State NPDES construction permit. i In Rural Residential roadway A.C. dike shall be prohibited and the shoulder width shall be 6-feet wide.
