You have made <br /> it clear that your budget and staffing levels are very tight and until now had been unable to justify visiting <br /> my facility. I am very glad that you were able visit and see our facility with your own eyes. I do however <br /> apologize in advance for the brusque and sometimes sarcastic tome of my letter, It is nothing personal but <br /> I cannot begin to put Into words the amount of frustration I have experienced over this part of my project. <br /> The way that San Joaquin County BHD,and subsequently the regional Board,has handled my project,in <br /> my opinion defles all logic and has turned common sense upon Its head. <br /> Please allow me to make the following requests,and/or comments; <br /> 1. WIII you now be able, after reviewing the attached wastewater analysis data, be able to answer <br /> the general question of whether our facility appears to be comparable to other significant causes <br /> of groundwater degradation that you inspect and monitor? At the time of the site visit you declined <br /> to give any opinion,official or otherwise,because of a"lack of data". <br /> Please mote that staff had previously determined(transmitted in your May 30,2003 letter)that out <br /> discharge was a 213 threaticomplexity according to the California Code of Regulations,Title 23, <br /> Division 3,Chapter 9,Article 1,that carries a fee of$2,700. Also please note that earlier in the <br /> project, in discussions with Mike Huggins,the Board staff had determined that this was a IIIc <br /> threat(Please see Chesney Letter dated March 1, 2003). 1 submitted the$400 fee on March 17, <br /> 2003. <br /> 2. We also discussed your suggestion that we segregate,tank,and off haul our"industrial waste" <br /> instead of putting Into a septic system. You mentioned that this would negate the need to deal <br /> with the Board at all. Although this has enormous appeal it is not practical nor seem necessary <br /> for the following reasons; <br /> a. The relatively small amount of"industrial waste"that is not clear/clean rinse or cooling <br /> water does not warrant the extra expense beyond what we have already incurred. <br /> I <br />
