We have worked closely with San Joaquin County for over two years to design and <br /> develop a system and processes that would allow the operation of our facility. <br /> c. We have already expended enormous money to design and specify a septic system that <br /> will adequately handle all current and future waste from our facility. We even went as far <br /> as purchasing an additional 2.6 acres of commercial land In part to make sure we would <br /> be In compliance with Nitrite loading limits. <br /> I� d. We have already installed and covered our in-building waste system. At that time I <br /> considered exactly this option. However I elected to not modify our approved system; <br /> I. It was the opinion of San Joaquin County on June 12 that merely segregating the <br /> most concentrated of waste would probably not be acceptable to the Board. I <br /> was told that the Board would likely consider all nondomestic sources of <br /> wastewater to be"industrial"and hence be required to be off hauled. <br /> IL It would have required the resubmittal of our already approved plumbing and <br /> septic system design.San Joaquin County EHD personnel had stated that any <br /> changes to the systom would need to be addressed by the Board in the form of <br /> an RWD. We of course do not have this time as you have been fairly non- <br /> responsive to questions so far. <br /> M. i did not ask the approach the board specifically about I.and ii.above as the <br /> Board has made it very clear that you will not review our project,or make any <br /> decisions regarding our project,until you had received additional information <br /> above and beyond what we have already submitted.. Our construction schedule <br /> could not of course be stopped until this unknown time In the future. <br /> iv, Please recall that In the current design ALL NON DOMESTIC WASTE GOES <br /> FIRST TO 1200 GALLON GREASE TRAP. ALL BLACK WATER BYPASSES <br /> THE GREASY TRAP AND FLOWS TO PRIMARY SEPTIC TANK. <br /> 3. In April in conversations with Tim O'Brien and Mike Huggins had with Board Staff we ware told It <br /> would be"highly unlikely'that we would be required to install monitoring wells. During your recent <br /> visit it sounded that even IF you allowed us to dispose of waste in our San Joaquin County <br /> permitted system that you would almost certainly require monitoring wells. <br /> Would you please reconsider your change in opinion regarding the Installation of monitoring wails <br /> after having seen our facility? <br /> As you are aware the requirement to install monitoring wells would be an extraordinary expense <br />} that we simply cannot afford. In addition you have been aware for some time of our pending and <br /> E now current construction schedule. <br /> 4. You were going to issue a trip report and site visit notes. I have not yet received that. I would <br /> appreciate any recommendations or suggestions you may have in order to comply with <br /> requirements and finalize the construction and permitting of my facility, <br /> 5. Unbeknownst to me you Invited Son Joaquin County EMD personnel Mike Huggins to attend the <br /> meeting and site vlsit. This was a great surprise as I had formally requested through his <br /> supervisors that Mike Huggins not be involved In my project any longer. I have tremendous <br /> concerns with regards to his biases and motivations. He arrived late,after we had completed your <br /> Inspection and we had basically concluded our conversation. You then had a discussion In the <br /> parking lot with Mike Huggins that lasted about 3040 minutes of which I was not a participant. I <br /> assume at least part of that conversation was regarding our facility or your visit? Will you be <br /> j <br />
