We are In
the midst of construction and the future of my project continues to be in limbo.
My concerns regarding past cooperation received from certain staff in your department
Is well documented. I have expended massive amounts of money and time to comply
with your department's requirements. I hired the consultant recommended by your staff
(who after having been paid In full prior to submitting his report, is now completely
uncooperative). I purchased additional land to satisfy the requirements of your staff. I
negotiated easements with the Clements Fire Department to meet the requirements of
San Joaquin County. I am very much beyond feelings of frustration and Inconvenience,
I am now concerned about the financial viability of my project, my company, and myself
personally. This project is not only essential to the future growth of my company, and
my personal livelihood, but I believe it will be beneficial to the local economy and
community.
k I hope you will take my concerns seriously. I would appreciate your assistance and
guidance in the following areas.
1. I requested you and your staffs assistance on multiple occasions, by phone, In
writing, and in face-to-face meetings to assist me in communicating and
coordinating with The California Regional Water Control Board.
In summary I feel that their requirements are unduly burdensome considering the
scale of our operation and the information already provided by the consultant
hired upon recommendation of EHD staff, Don Chesney, Their'renewed"
interest is contradictory to my understanding of how the Regional board typically
views project of our limited complexity and Impact. I was hoping that San
Joaquin County would be able to assist me in coordinating a satisfactory
response to the Regional control board that would be less onerous,
I
