Recommendations <br /> Action _,... <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; <br /> 2. Forward Zone Reclassification No. PA-02-576 to the Board of Supervisors with a <br /> recommendation of intent to approve based on the ability to make required "Bases for Zone <br /> Reclassification;" and <br /> 3. Forward General flan Map Amendment No. PA-02-577 to the Board of Supervisors with a <br /> recommendation of intent to approve based on the ability to make the required, "Basis for <br /> General Plan Map Amendment." <br /> Bases for Zone Reclassification <br /> 1. The proposed zone district is consistent with the General Plan, any applicable Master Plan, and any <br /> applicable Specific Plan. <br /> • This determination can be made because, if approved, the proposed R-VL zone will be <br /> consistent with the proposed RNL General Plan designation. The proposal is also <br /> consistent with the development and locational criteria for the Res id entia Wery Low <br /> Density designation contained in Volume I of the General Plan. There are no Master plans <br /> or Specific Plans in the area. <br /> 2. The proposed zone.district is reasonable and beneficial at this time. <br /> • This determination can be made because the applicant will be able to connect to the <br /> required services (public water, storm water drainage, public sewer). <br /> Basis for General Plan Amendment <br /> 1. Internal consistency of the General Plan is maintained in the adoption of the Amendment. <br /> • This determination can be made because the proposed site meets the development and <br /> locational criteria for the RNL designation contained in Volume I of the General Plan <br /> because it is within the unincorporated urban community of Tracy <br /> San Joaquin County PA-02-576/PA-02-5771Castello Estates <br /> Community Development Page 5 <br />
