The access driveway on Fremont Street shall be improved with the following: <br /> • Solid yellow striping along the centerline from the back of sidewalk to 20 feet back inside the <br /> propea <br /> • 20-foot wide by 12-inch thick white stop bar at the back of sidewalk <br /> • Stop sign with "Right Turn Only ' sign attached <br /> All signs and markings shall conform to the latest edition of the Manual on Uniform Traffic Control <br /> Devices (MUTCD) and/or San Joaquin County Standards and shall be shown on the improvement plans <br /> which shall be submitted with the final site plan for review and approval prior to release of building permit <br /> 4. The proposed project is classified as a Priority Project in the County Phase I National Pollutant Discharge <br /> Elimination Permit and must comply with the County Water Quality Control Criteria Plan by filtering, <br /> treating or infiltrating the 85s' percentile storm. The project shall comply with the Volume Reduction/Low <br /> Impact Development and treatment strategies outlined in the "Final Stormwater Quality Control Criteria <br /> Plan, March 2009" manual. <br /> 5 . All construction activities on this parcel shall comply with the San Joaquin County Small Construction Site <br /> Best Management Practices Manual. A San Joaquin County Stormwater Discharge Permit shall be <br /> required for this project. NPDES fees shall apply and shall be paid prior to issuance of Building Permit. <br /> 6. The California Stormwater Quality Association (CASQA) Best Management Practices Guidelines for <br /> Retail Gasoline Outlets shall be used on this project. <br /> 7. The Fuel dispensing and trash areas shall be designed to prevent run-on/runoff of stormwater and shall be <br /> covered. <br /> 8 . All storm drainage directed to any offsite system will be restricted so as not to exceed the runoff generated <br /> from the previously existing site improvements (single family residential use) . Storm drainage runoff in <br /> excess of existing shall be retained onsite and to prevent off-site sediment transport and contamination of <br /> groundwater. Underground retention system design (including a percolation test) shall be submitted for <br /> review and approval. Final design shall be similar to a Contech Chambermaxx system or equal, i.e. not a <br /> custom "french drain" design . Additional underground retention system standards apply and will be used in <br /> plan check for final submittal. <br /> 9. The Traffic Impact Mitigation Fee shall be required for this development. The fee is due and payable at the <br /> time of building permit application. The fee shall be automatically adjusted July 1 of each year by the <br /> Engineering Construction Cost Index as published by the Engineering News Record. (Resolution R-00- <br /> 433 ) <br /> 10 . The Regional Traffic Impact Fee shall be required for this development. The fee is due and payable at the <br /> time of building permit application. The fee is based on the current schedule. (Resolution R-06-38) <br /> 11 . The Water Supply Facilities Impact Mitigation Fee shall be required for this development. The fee is due <br /> and payable prior to issuance of the building permit. The fee shall be automatically increased on January I <br /> of each year through the year 2015 at the rate of 4. 55 percent. (Development Title Section 9-818 .4 and <br /> Resolutions R-91 -327, R-94-185 and R-97-5) <br /> 12 . A copy of the Final Site Plan shall be submitted prior to release of building permit. <br />
