10. Entry Landscape Areas: The Neighborhood Entry at the northwest corner of De Anza <br /> Boulevard and Teixeira Avenue shall be constructed in accordance with respective entry types <br /> provided in the Specific Plan III document and the MHCSD Design Standards. [Implementation , <br /> Measure 4.2.4.3] <br /> Timing: Included with Improvement Plans and constructed concurrently with required road <br /> improvements or as determined by the MHCSD. <br /> 11. Site Furnishings: Site furnishings shall be placed along streets and trails, and in open space <br /> areas, or other locations that are accessible to pedestrians, in accordance with Specific Plan III <br /> Implementation Measure 4.2.6.3. Such furnishings shall be installed concurrently with the <br /> project's landscaping. All furnishings are subject to design review approval. <br /> Timing: Site furniture within the project's privately or commonly owned areas shall be approved <br /> by the CDD Director concurrently with project Improvement Plans. Site furniture in public places <br /> shall be approved by the Mountain House Community Services District(MHCSD)General <br /> Manager concurrently with project improvement plans prior to the project's Final Map. <br /> 12. Public Area Landscaping and Architecture: The applicant shall submit landscape <br /> improvement plans for the project. Landscaping and architectural design of public areas shall <br /> implement the common design theme for the neighborhood and shall be consistent with the <br /> MHCSD Design Manual, Roadway Landscape Plans, and/or other applicable neighborhood <br /> design criteria. [SPIII Implementation Measure 4.2.4.31 <br /> Timing: Improvement Plans, Building Permits. <br /> 13. PLEP Requirement: For the purposes of the Public Land Equity Program (PLEP), the public <br /> land dedication requirement for the Tentative Map is 5.43 acres(21.2%X 25.6 acres in the <br /> project)and there is no qualifying PLEP lands shown on the Tentative Map. The resulting <br /> Public Land Deficit is, therefore, 5.43 acres. If the PLEP requirement for this Tentative Map has <br /> not been satisfied,the developer shall correct said Public Land Deficit by using one or more of <br /> the following methods: 1) Dedicating Public Land which is not on the shown on the Tentative <br /> Map but which is within the Mountain House Community to the Applicable Public Agency, <br /> sufficient in acreage to meet said Public Land Deficit; 2)transferring fee title ownership of <br /> Private Land which is not needed for public facilities or services but which is within the <br /> Mountain House Community to MHCSD, sufficient in acreage to meet said Public Land Deficit; <br /> and/or 3)submitting land vouchers to the MHCSD, sufficient in acreage to meet said Public <br /> Land Deficit. (Mountain House Development Title, Chapter 9-1245M regarding the Public Land <br /> Equity Program, and Chapter 9-110M regarding definitions for"Public Land Deficit', "Applicable <br /> Public Agency',"Private Land", and"land voucher'.) <br /> Timing: Condition shall be satisfied prior to approval of the first Final Map, or as required by the <br /> Applicable Public Agency. <br /> 14.
