9. All conditions of approval and all applicable impacts and mitigation measures identified in <br /> the SP III plan and SP III EIR are to be met prior to filing of any of the project's Final <br /> Maps unless specifically noted under a condition and shall be in compliance with the <br /> MHCSD standards and specifications and as directed by the MHCSD General Manager. <br /> The MHCSD General Manager may defer a condition if bonding is provided and it can be <br /> demonstrated to the satisfaction of the MHCSD General Manager that it is not required. <br /> 10. Public lands shown on the tentative map shall be dedicated or offered for dedication to <br /> MHCSD at the time of approval of the Final Map in accordance with the PLEP Ordinance, <br /> if applicable. <br /> 11. All street cross sections shall meet all applicable State Fire Code requirements as <br /> determined by the MHCSD general Manager. <br /> 12. Groundwater rights shall be dedicated to the MHCSD upon approval of Final Maps. <br /> 13. Whenever all or any portion of a local or arterial street is constructed, the improvements <br /> shall include the installation of all streetlights.The Neighborhood lighting shall be <br /> provided as required by the MHCSD Design Manual unless otherwise approved by the <br /> General Manager. A Photometric layout of the lighting along with calculations showing <br /> conformance to MHCSD Standards shall be required. Street lights shall conform to the <br /> MHCSD Technical Specifications and Standard Details, unless otherwise approved by <br /> the General Manager. <br /> 14. Restricted access shall be shown on the Final Map and shall be in accordance with the <br /> Master Plan,the Design Manual, and the MHCSD's Specifications and as directed by the <br /> General Manager. <br /> 15. Record Drawings shall be provided prior to acceptance of the improvements by the <br /> MHCSD. Record Drawings shall also be provided in digital format consistent with <br /> MHCSD File Format. <br /> 16. If project points of entry are gated: <br /> a. A traffic study including a geometric analysis must be performed on all streets, at <br /> applicant's expense. <br /> b. Emergency vehicle access must be coordinated with Tracy Fire and approved by <br /> MHCSD in writing. <br /> c. The gate location and design must be reviewed and approved by the MHCSD <br /> prior to filing of final map. <br /> d. The developer must make necessary improvements as recommended by the <br /> traffic Engineer. <br /> 17. An HOA CC&R statement must designate waste receptacle locations for pick up and <br /> storage. This statement must be approved by MHCSD. MHCSD Master Restrictions shall <br /> be recorded concurrently with the recordation of any final map. Master Restrictions must <br /> be approved by the MHCSD prior to recordation. <br /> 18. Parking on project circulation streets and shared driveways shall be prohibited except in <br /> parking bays such as those shown on the Tentative Map. <br /> 19. Tracy Fire must give written approval of pavement widths and locations for emergency <br /> vehicle access for the proposed project to the MHCSD Public Works Manager for review <br /> and acceptance. <br /> 13 <br />
