20. All required street improvements not shown on final map shall be dedicated by separate <br /> instrument to MHCSD. <br /> 21. Monitoring Agreement, The developer shall fund the Community Monitoring and <br /> Mitigation Monitoring Programs including the annual Traffic Monitoring Report. The <br /> developer shall also fund the MHCSD's efforts to monitor compliance with the Tentative <br /> Map conditions of approval. <br /> Timing: Ongoing. <br /> 22. Final Map Digital File: A digital file of the Final Map shall be submitted to the MHCSD <br /> and to the Community Development Department. The digital file format shall be <br /> consistent with requirements of the County Assessor and Community Development <br /> Department GIS division and the MHCSD digital file format. Condition shall be met prior <br /> to approval of Final Map. <br /> 23. Geotechnical Report: All infrastructure designs shall be shown on the grading and <br /> improvement plans and shall comply with and incorporate the recommendations of the <br /> Geotechnical Engineering Studies. Condition shall be met before approval of Final Map. <br /> 24. Environmental Hazards: Comply with all recommendations of the Environmental Site <br /> Assessment prepared for the project. Condition shall be met prior to beginning any <br /> construction on the related final map. <br /> 25.. Agricultural Drainage Improvement Phasing: A Surface and Subsurface Drainage <br /> Facilities Relocation and Improvement Plan for Tracts 3670 & 3671 and adjacent areas <br /> shall be submitted to and approved by BBID and Mountain House Community Services <br /> District (MHCSD) General Manager. The plan shall include but not be limited to the <br /> following: <br /> a. Phasing for relocation and improvement of surface and subsurface drainage <br /> facilities. <br /> b. Locations and timing; <br /> c. Identification of"dewatering"areas and temporary or permanent methods for the <br /> dewatering system and connections to the storm water collection system as <br /> determined necessary by the plan; <br /> d. Any required BBID Encroachment Permits. <br /> Timing: Condition shall be met prior to approval of the first Final Map. <br /> 26. The developer shall prepare an SB 221 report to address the community's potable water <br /> supply needs prior to filing of any of the project's Final Maps. <br /> 27. Community Facility Fee: Prior to issuance of each building permit, the developer shall <br /> comply with the most recent update of the Community Facilities Fee (CFF) Plan as <br /> determined by the MHCSD. <br /> 28. Library: Prior to issuance of the 4,500th building permit in the Mountain House Master <br /> Plan Area, unless the MHCSD General Manager determines that the facilities are not yet <br /> required. If the General Manager authorizes the facility to be deferred, the developer <br /> shall provide adequate bonding to the MHCSD assuring construction at the time the <br /> MHCSD General Manager determines the facilities to be required. Upon acceptance, the <br /> Facilities shall be dedicated to the MHCSD. This condition can be satisfied by an <br /> agreement acceptable to the MHCSD that the requiredfacilities will be constructed on <br /> 14 <br />
