37. Traffic and Transportation: <br /> a. The subdivider shall improve all streets as shown on the Tentative Map and other <br /> transportation improvements as stated in the following conditions. The street <br /> improvements shall include all street pavement, curbs, gutters, sidewalks, <br /> landscaping, lighting, signs, traffic signals when warranted, underground utilities, <br /> etc., as applicable. The MHCSD may allow phased improvements subject to <br /> subdivision agreement or bonding. All the building permit numbers referred to in <br /> the following conditions are in addition to E, F and G unless specifically noted <br /> under a condition. <br /> b. The General Manager shall have the flexibility to implement alternative funding of <br /> the various improvements subject to existing agreements and ordinances. <br /> c. The following statement applies to all the conditions listed herein. If the MHCSD <br /> General Manager determines that a facility or a street improvement is not yet <br /> warranted, the General Manager may allow the facility or the street improvement <br /> to be delayed. The developer shall provide adequate bonding to the MHCSD <br /> assuring construction at the time the MHCSD General Manager determines the <br /> facility or the street to be required. The MHCSD General Manager may also allow <br /> for phasing of an improvement, if bonding is provided and it can be demonstrated <br /> with a traffic study, or other pertinent technical analysis, to the satisfaction of the <br /> MHCSD General Manager that the full improvement is not required for the phase <br /> of the Tracts being developed. Upon acceptance, the Facilities shall be dedicated <br /> to the MHCSD. <br /> d. The applicant shall comply with the results of the annual monitoring report <br /> prepared by the MHCSD. <br /> e. Subject to the requirements of the Mountain House Transportation Improvement <br /> Fee Technical Report adopted by the MHCSD Board of Directors on April 11, <br /> 2000, and all amendments thereof to date, fund a signal at the intersection of <br /> Grant Line Road and Altamont Pass Road and add one lane on each approach <br /> to Grant Line Road prior to issuance of the 2,250th residential building permit <br /> beyond E, F and G. If Alameda County does not allow the improvements, the <br /> improvement funds shall be deposited with the MHCSD to be used as directed by <br /> the General Manager and as described in the TIF program. <br /> f. Subject to the requirements of the Mountain House Transportation Improvement <br /> Fee Technical Report adopted by the MHCSD Board of Directors on April 11, <br /> 2000, and all amendments thereof to date, fund a signal at the intersection of <br /> Grant Line Road and Mountain House Road prior to issuance of the 900th <br /> residential building permit. <br /> g. Grant Line Road: <br /> i. Construct The first phase of Grant Line Road from Mountain House <br /> Parkway to the Westerly right-of-way/frontage of Tract No. 3480, to <br /> consist of median and median improvements and one lane plus shoulder <br /> in each direction. Also, where Grant Line Road abuts Tract 3479 <br /> construct ultimate improvements of Grant Line Road to the standards <br /> shown in the Master Plan, Specific Plan III and MHCSD standards from <br /> centerline to north right-of-way. The soundwall to be constructed at <br /> ultimate right-of-way may be deferred until development of adjacent tract <br /> to allow for refinements to final design and location. The transition from <br /> improvements noted above to existing Grant Line Road is to be built to <br /> MHCSD standards. <br /> 16 <br />
