Bob Hensley
P.O. Box 746
Lockeford, CA 95237
Home Phone(209)333-7313
May 27, 1999
S.J. County Community Development Department
Attn:Kerry Sullivan
1810 Hazleton Avenue
Stockton, CA 95205
Dear Ms. Sullivan,
This is to inform you of my opposition to application#UP-98-18. It may say"400 single adults"but it
really means 400 single men, because that is what Mr.Jose Rios wants. Equal protection under the law? How
many times is he going to be allowed to come back with this? With all his money;he was quoted in the Lodi
News-Sentinel as having spent a lot and didn't mind spending more. He also"guaranteed"that this would be
built. With all his money and that of his supporters,as well as that of the taxpayers,is the intent here to drive us
into the ground where we will have to give up because our pockets aren't as deep?
Some of my other reasons for opposing this facility are listed below:
1.No Need -These men now rent several to an apt—they do this to keep their expenses as low as
possible so they will have more to send home. This is their choice. The claim by their side, that their current
housing is substandard, is not true. An example of this is the code enforcement officers in Lodi, who recently shut
down a couple of addresses for code violations. I know the county also has code enforcement officers who do the
same. If there are sub-standard places that still exist, and these officers are aware of them, then I say shame on
them for allowing them to exist. I also claim that if a house or an apartment is up to code, then it is not
sub-standard.
2. Outrageous Costs-At the Planning Commission meeting, held May 7th, 1998, Mr. Rios was asked
what he would charge those living here. His response was that he would"start with"one hour's pay per day. Most
workers make S6.50/hour. At that rate,each barracks(48 men)would be$9360,for just a bunk and it's floor
space. Almost 51,000,000 a year for the 400 people, again for a bunk and its floor space, one kitchen for 48
people,a long line to use the stove, etc. Most likely the intent here is to provide meals with a charge,of course,
leaving less for the workers.
3.Lack of Police and Fire Protection-It once took 14 hours and 3 phone calls to get a response from the
Sheriff. This involved a small boy(my son)being harassed by two men,in a pickup truck, without license plates.
These men were later identified as being residents of the existing family camp down the road. More recently after
my home was vandalized, I called the sheriff, and when a deputy did respond, it was 3 hours later. He explained
that there was only one deputy serving the entire north county. A huge area,to be sure. He also said most times
there may be no deputies here as the biggest hot spot for trouble is east Stockton, and the deputy may be there. As
far as fire protection, the Linden-Peters Fire Department is miles away.
4.Firearms-At the Board of Supervisors meeting,held July 14, 1998, a representative for Mr.Rios stated
they had no plans to control firearms, therefore, firearms are allowed.
5.Liquor-Will be allowed to be purchased off site, with possible consumption prior to driving to this
location.
