Lodi, CA 94520 (209) 727-3917 <br /> June 1, 1999 <br /> Ms.Kerry Sullivan <br /> San Joaquin County Community Development Department <br /> 1810 E Hazelton Ave <br /> Stockton, CA 95205 <br /> Opposition of Application #UP-98-18 <br /> Dear Ms.Sullivan: <br /> We would like to again, express our opposition and concerns for Application #UP-98-18: <br /> We are very concerned for the safety or our family and property. <br /> We are concerned over the amount of time it takes for emergency services(police, ambulance,fire, etc), <br /> to respond to residents who already live in the area. The normal response time is 30 minutes or greater. <br /> A few weeks ago, one of our neighbors had a heart attack,his wife called 911,more than 30 minutes <br /> had passed and still no assistance. Who is going to protect and serve when the armed robberies, <br /> muggings,thefts,vandalism,harassment,littering and loitering,accidents and fatalities occur?The <br /> emergency service agencies are not manned or prepared to handle another community in the area. <br /> Bringing 20,40, 100,250, 300 or 400 more people to this area is only going to burden a vague system <br /> into non-existence. <br /> We certainly do not desire or support the use of our tax dollars (federal)being loaned to a wolf in <br /> sheep's clothing. He is using our money to hire slave labor and turn a huge profit. The federal loan that <br /> Mr. Rios has applied for was not intended for this kind of operation. It was intended to be used by <br /> family farmers to build living quarters for their workers. Not for a slave labor boss. <br /> Mr. Rios states that he cares for the migrant workers and wants to ensure them a clean and respectable <br /> place to live. He is only going to charge$6.00 per day for their housing. That sounds like a great deal, <br /> until we did the math. $6.00 per day for 30 days equals $180.00 per month for a room the size of a <br /> cubicle. A woman testified at last summer's Supervisor's Board Meeting, that she had worked for Mr. <br /> Rios for seven(7)years, she was a supervisor over other workers, and she was making under$6.00 per <br /> hour! Seven years and under$6.00 per hour! The rent of$180.00 per month will be unaffordable for <br /> her. She will not be able to put food on the table for her children,buy them clothes, shoes and <br /> schooling supplies,make repairs to her vehicle and be able to pay rent. <br /> What is going to happen to the local vineyard and wineries if Union organizers do move in? What will <br /> happen to our small community of growers? If the Unions do come in to the vineyards and wineries, <br /> again the migrant workers loose,because the farmers will not be able to meet the demands of their <br /> contracts. They will be out of jobs and out of a place to live. <br /> Please do not approve Application #UP-98-18. <br /> Sincerely, <br /> Thomas& Ginger Handley <br />
