Walls: To reduce sound levels from traffic along Mountain House Parkway to acceptable levels(an <br /> Ldn of no more than 65 dB), a 7-foot high sound wall would be provided at the locations shown in <br /> Figure 10. Because of the Master Plan prohibition regarding sound walls along Central Parkway, <br /> noise attention from traffic would be accomplished primarily by using the residential structure to <br /> shield backyard areas from unacceptable noise levels and by limited side yard fencing (i.e."wing <br /> walls"). All sound walls would be constructed in accordance with the MHCSD Design Manual and <br /> MHCSD Standards. <br /> Siting and Relationship to Neighborhood Facilities. Residential lots of Neighborhoods K and L would <br /> generally have access from two-lane collector streets and local roads,with some lots fronting on cul- <br /> de-sacs. The R-L and R-M lots of Neighborhoods K and L would surround the proposed school site, <br /> Neighborhood Park, and Neighborhood Commercial site located in the center of the residential area. <br /> 4. Commercial Portion of Development <br /> Commercial Land Use Type: Overall, the development would provide 38.9 acres of commercial <br /> development. The Tentative Maps include three types of commercial uses: Neighborhood <br /> Commercial (C-N), Community Commercial(C-C), and Mixed Use Commercial (M-X). (Note: The <br /> abbreviations are zoning districts.) <br /> Neighborhood Commercial uses would be developed in Neighborhoods K and L. Neighborhood K <br /> would include a 1.35 acre Neighborhood Commercial area next to the neighborhood park in the <br /> center of the neighborhood. Neighborhood L would include a 1.59 acre Neighborhood Commercial <br /> area next to the neighborhood park near the north end of the neighborhood. Allowable uses within <br /> these areas include eating establishments, child care centers, small-scale retail sales and service <br /> uses, medical services, public services, indoor and small-scale outdoor recreation uses including <br /> swimming pools, and religious assembly. <br /> Community Commercial uses would be developed in Neighborhoods K and L. Neighborhood K <br /> would include a large Community Commercial area(16.26 acres)adjoining Central Parkway. <br /> Neighborhood L would include a 2.75 acre Community Commercial area next to the proposed transit <br /> station at the south end of the neighborhood. Allowable uses in the C-C area include a full range of <br /> retail sales and service uses that would serve the daily shopping needs of the entire community. <br /> Mixed Use Commercial uses would be developed in Neighborhood K. Neighborhood K would <br /> include a 17 acre Mixed Use area at the northern terminus of Central Parkway, south of the Old <br /> River Regional Park. <br /> 5. Job Generation <br /> The commercial portion of the project is expected to generate approximately 1,400 jobs, or nearly <br /> 90% of the total jobs anticipated in the project. Job generation from proposed commercial <br /> development and from proposed public uses(which include schools and parks)that are shown on <br /> the Tentative Maps for Neighborhoods K& L are indicated in Table 3. (Note: Job generation <br /> estimates are based on jobs/acre ratios from Table 3.3 of Specific Plan II) <br /> 7 <br />
