Public Services-Parks and Recreation <br /> Each Neighborhood would have a mixture of park and recreation facilities. Neighborhood parks will <br /> be provided adjacent to the K-8 school sites. Neighborhood K would include a 2.9 acre Community <br /> Park located in the northwestern portion near the terminus of Central Parkway and adjacent to the <br /> Mixed-Use Commercial area. Neighborhood L would include a 22.29 acre North Community Park, <br /> located adjacent to the Mountain House Creek Park and just north of the UPRR and Byron Road, <br /> and a 23.6 acre Mountain House Creek Park which would extend from the existing Mountain House <br /> Creek Park south of Byron Road. <br /> Two proposed lakes would be provided. Neighborhood K would include a 47.3 acre lake and <br /> Neighborhood L would include a 47.1 acre lake. <br /> 7. Public Services-Utilities and Solid Waste <br /> Drainage Facilities: In accordance with the MHCSD Storm Water Master Plan Update, and subject <br /> to additional detailed investigation and engineering, the applicant would construct a series of interim <br /> storm water protection ditches and berms, as well as permanent storm water conveyance facilities. <br /> Storm drainage handling would be consistent with existing plans and agreements. Storm drainage <br /> from the Neighborhoods K and L area would flow into existing drainage facilities that include <br /> Mountain House Creek and a water quality basin. These facilities have been designed in <br /> accordance with storm drainage Best Management Practices(BMPs). <br /> Portions of Neighborhoods K and L are in a Federal Emergency Management Agency(FEMA) 100- <br /> year flood zone but would be re-mapped outside the 100-year flood zone when the site elevation is <br /> raised as part the development allowed by the project. The amount of fill needed to raise portions of <br /> Neighborhoods K and L above the FEMA 100-year flood elevation of 10.4 feet is approximately 2 <br /> million cubic yards. The fill material would come from the site during the excavation of the lakes and <br /> cut from the higher elevation portions of the site. Not all of the site would require fill. The portions <br /> closest to Old River are the lowest, at an elevation of 5 feet, and would be raised a minimum 5.4 feet <br /> to be removed from the FEMA 100-year flood plain. The southern portions of Neighborhoods K and <br /> L are already above the floodplain and would not require any fill. <br /> Water Facilities: The MHCSD would provide domestic water to the project and has provided a Will <br /> Serve Letter to the applicant. The MHCSD water treatment plant is located on the north side of <br /> Byron Road west of the project site. The applicant would construct all of the required water facilities <br /> in conjunction with the grading for the street system and before the streets are paved. The BBID, <br /> under contractual relations with the MHCSD, is providing raw water supply to the MHCSD. Facilities <br /> anticipated to be constructed by the applicant to provide water service to Neighborhoods K and L <br /> include the balance of backbone water facilities on the applicants land, consistent with the MHCSD <br /> adopted Water Service Master Plan. <br /> 8 <br />
