Transit stops. A transit stop is proposed for Neighborhoods K and L adjacent to the K-8 schools, as
shown in figure 9. A 2-acre transit station site has been set aside next to the UPRR tracks in v
Neighborhood L at the far southeastern comer of this neighborhood.
Union Pacific Railroad. The Union Pacific Railroad line, which traverses the community along Byron
Road, is being treated as a future active line that may serve light commuter rail and other freight
services. Specific Plan It and the Conditions of Approval for the Neighborhood K and L Tentative
Maps propose a specific combination of berm and sound wall treatments to achieve proper
attenuation for noise-sensitive land uses along the north side of the rail line. These treatments would
be installed wherever residential uses are proposed adjacent to the line.
9. Public Services-Education
Based on Master Plan school generation assumptions, the proposed project is expected to generate
1,350 K-8 students and 319 high school students, as shown in Table 4 below.
Table 4: Student Generation
Housing Units K-8 Students High School Students
Land Use Neigh K Neigh L Neigh K Neigh L Total Neigh K Neigh L Total
R/L 401 467 271 316 587 72 84 156
R/M 413 297 279 201 480 74 53 127
R/MH 280 420 95 142 237 12 18 30
R/H 80 58 27 20 47 3 3 6
M/X 0 0 0 0 0 0 0 0
Total 1174 1242 672 678 1350 161 157 319
Two K-8 schools are proposed for the development, one in each neighborhood. For K-8 aged
children, the school provider would be the Lammersville Unified School District(LUSD),which 1.0101
recently became a unified school district in July, 2011. Currently LUSD operated 3 K-8 schools-
Wicklund Elementary in Neighborhood F, Bethany Elementary in Neighborhood E, and Sebastian
Questa Elementary in Neighborhood H. Until the K-8 schools in Neighborhoods K and L are
operational it is anticipated that students from these neighborhoods would be bussed or driven to
Bethany Elementary and/or Sebastian Questa Elementary, depending on enrollment capacity at
these schools.
High school students from the development would attend Kimball High School in Tracy,
approximately 5 miles east of Mountain House, or other schools operated by Tracy Unified School
District(TUSD) until the high school in Mountain House is built. Plans for the new high school in
Mountain House have just been approved and will be submitted to the State Department of
Education in December 2011. LUSD would determine the phasing of construction of the high school
(Note:The Mountain House Master Plan states that construction would occur in phases starting
when there are 650 high school students in Mountain House, with the final phase to be completed
when there are 1,800 students. As of July 2011, Mountain House had approximately 700 high
school students.)
10. Public Safety& Public Services-Health
Fire Services: Fire protection and emergency medical response services would be provided by the
MHCSD. The MHCSD provides these services via an agreement with the Tracy Rural Fire
Protection District(TRFPD). TRFPD in tum has a Join Powers Agreement with the City of Tracy
whereby the City of Tracy Fire Department provides fire protection and emergency medical response
within the boundaries of TRFPD and to the Mountain House Community. A permanent fire station
has been constructed on Mascot Boulevard south of Byron Road, immediately northeast of the high
school site. An engine company with on Type I pumper engine and three person crews, consisting
of two fire stations and one emergency medical technician, has been assigned to the station.
