Althouah the excavation will result in the disturbance of several acres of land over a 12 vear nerind, the <br /> project is not expected to have significant aesthetic impacts because Development Title Section 9- <br /> 1415.30) requires that no excavation of the site will occur within 25 feet of the property line and that the <br /> excavation be screened by plant materials to reduce the visibility from the adjacent roadways. The <br /> applicant is proposing to leave a row of the existing crop trees within the twenty five foot setback area for <br /> screening purposes during excavation. Furthermore, earthen berms will be utilized to reduce the visual <br /> impact. <br /> Property Value: The proposed project site has been identified as having significant deposits of sand and <br /> gravel by the Department of Conservation (Division of Mines and Geology) and classified within Mineral <br /> Resource Zone 2 (MRZ-2). Therefore, the existing mineral deposits are of significance, and excavation of <br /> these resources is encouraged for the production of asphalt and concrete (San Joaquin County General <br /> Plan Volume III, IV. B-1.). The letters from the surrounding property owners did not include information to <br /> support the claim that this project would reduce surrounding land values.
