The mining process consists initially of the overburden (surface soil layer) being removed
from the area and stockpiled. The stockpiled material will be treated with water or a dust
palliative to prevent wind erosion. Overburden is calculated to be ± 1.3 million cubic
yards, and will be used in reclaiming the pit floor.
Upon removal of overburden, the area is then mined by excavating the gravel-laden earth to
a maximum depth of ±80 feet. (A small section will only be excavated to ±55 feet
because of a thick clay lens.) The slope of the active mining area will be 0.75:1. Mining
will not penetrate into the groundwater.
Reclamation
Reclamation is the process by which mined land is returned to another productive use.
Upon the conclusion of mining, Teichert will restore the land to agricultural production.
Overburden, in conjunction with clay lenses, will be used in reclaiming. The overburden
will be carefully placed by equipment during reclamation to achieve compaction such that
the specific density of the finished material is approximately the same as that of the native
soil.
The sides of the reclaimed pit are proposed to be left at a slope of ±2:1. The finished
depth will be 25 to 30 feet below the existing surface, and the floor area will be +43.4
acres. Cross-sections, fence placement, easements, and other details are illustrated in the
Reclamation Plan. A reclamation bond will be executed as a good faith guarantee.
Current and Surrounding Land Uses
A walnut orchard with farming structures in the northwest corner is the present use.
Packaging sheds and a Western Pacific spur line bound the property on the north and
northwestern edge. Land to the east and south is agricultural. Sand and gravel operations
and the Tracy airport constitute land uses to the west. Banta Carbona Irrigation District
serves this property. BCID easements traverse the easterly and southerly edges of the
property. MacArthur Road has an existing ROW width of 40 feet.
3 MS0464-B
