ATTACHMENT "A" <br /> REVISIONS OF APPROVED ACTIONS <br /> EP-84-10(FLINTKOTE PROPERTY) <br /> Teichert Aggregates requests a Revision of Approved Action to amend conditions #20 <br /> and #21 of EP-84-10 pertaining to the Flintkote Property. The subject site is Phase 1 of <br /> an existing Excavation Permit approved on May 24, 1984 for Teichert's Tracy Rock <br /> Plant. As a result of a proposal from Grupe Communities and the City of Tracy to utilize <br /> the site for specific uses related to the proposed Tracy Hills project, this petition requests <br /> amendments to the Reclamation Plan which provided only for agricultural/grazing uses <br /> on this phase 1 site. <br /> Condition #20 of EP-84-10 requires final cut slopes no steeper than 2:1 (horizontal to <br /> vertical) along Tracy Blvd and the BCID Canal. Currently, side slopes with varying <br /> steepness exist on the site. The slope adjacent to the former railroad right-of-way is at <br /> 2:1 as are the majority of the slopes along the BCID Canal. The northernmost side slopes <br /> along the BCID Canal are less than 2:1 as of this submittal but will be modified to meet <br /> the condition. Additionally, the slide slopes at the southwest comer of the site along the <br /> railroad r.o.w. and Tracy Blvd which are currently less that 2:1 will also be modified to <br /> meet the condition. <br /> The amendment to the condition is requested for the side slopes along Tracy Blvd which <br /> have been reclaimed to slopes of less than 2:1. As noted on the Revised Reclamation <br /> Plan, the slopes along Tracy Blvd maintain a minimum slope of 1.6:1 with an average <br /> overall slope of 1.7:1. Safety concerns in conjunction with adherence to the 50 foot <br /> setback condition along Tracy Blvd precludes alteration to this slope. Consequently, an <br /> analysis was prepared by Kleinfelder detailing the composition of the slopes and <br /> validating their stability. The scientific evidence indicates that the proposed slope criteria <br /> of 1.6:1 minimum along Tracy Blvd would not pose any safety issues. <br /> Condition #21 requires that "the applicant shall submit a revised Exhibit A for approval <br /> by the Planning Division". While this condition was intended to address the original <br /> Reclamation Plan of agriculture, it is proposed by the applicant that the new uses <br /> identified with this application be addressed with new exhibits as denoted in the <br /> condition. The specific uses allowed under the Reclamation Plan are proposed to be <br /> amended to now include storm water retention facilities and wastewater treatment <br /> facilities as well as dry grazing/pasture land. As part of the application, three alternative <br /> reclamation plans are proposed as follows: <br /> Reclamation Plan A: Storm water retention, dry grazing/pasture land. <br /> Reclamation Plan B: Storm water retention, permanent wastewater reclamation facility, <br /> dry grazing/pasture land. <br /> Reclamation Plan C: Dry grazing/pasture land. <br /> Flmm o[e Rev Rec Pleo.anekdoc 1 <br />
