RECLAMATION PLAN-SOLARI PIT 2002
George Reed, Inc.
Page 4
I. DESCRIPTION OF ENVIRONMENTAL SETTING (continued
G. Air Resources/Climatology
The San Joaquin Valley Unified Air Pollution Control District has reviewed this project and made
recommendations for reducing PM-10 emission which will be incorporated into the operation.
Fugitive-dust emissions within the project area and along haul roads will be contiolled:by limiting the
speed of vehicles to'15.mph and using water./dust palliative materials for.dust suppressionWater,-S-r
spreadlby,wa truck a needidTfordust su ssionn.. Prop maintenance of equipment and trucks
used in the excavation process and for transporting of materials to the plant site eliminates ozone
precursor emissions.
Climate in the area is relatively mild. Rainfall averages 17 — 18 inches per year. The average low
temperature for the winter ranges from 36 — 39 degrees Fahrenheit, while summer high temperatures
can average between 87—92 degrees Fahrenheit. Snowfall is not relevant to this region. (Weather data
obtained from Western Regional Climate Center and Qwikcast.com).
H. Land Use
The 68 acres of walnut orchard located within the project site and currently in production will continue
to be farmed until excavation commences in each phase. Reclamation commences concurrently with
the excavation process. Resident hybrid erosion control seed mix will be utilized in excavated areas
for erosion control prior to orchard planting, usually in+30 acre increments.
I. Aesthetics
The project area is relatively obscured from public view and should not have a significant visual
impact due to its location.
L Other Information
Excavation for this project will commence at the Southern project boundary.
An Archaeological Study was performed in 1999. A copy of the Archaeological Report is attached.
There will be no traffic on public highways. All haul roads between the excavation site and the
processing facility are located on-site.
II. DESCRIPTION OF PROPOSED MINING OPERATION
A. Map Of Operations
Details of the proposed mining operation are shown on engineered drawings attached to the
application. Phases and existing haul road are noted. Excavated materials are hauled to the processing
facility only. No public roads/highways are used in transporting the materials from the source to the
processing facility. An aerial photo depicting the project site, haul road, and processing facility is
attached.
