The detention basin, located to the southwest of the project site, is shown on the Tentative Map <br /> as existing because the Stockton Unified School District will construct and maintain the detention <br /> basin as part of the school project prior to the development of the subdivision. The detention <br /> basin will be designed to accommodate the stormwater runoff from the school and the <br /> subdivision. Once the subdivision improvements are completed, the detention basin will be <br /> dedicated to San Joaquin County under County Service Area No. 41. <br /> Prior to the commencement of subdivision improvements, the Stockton Unified School District will <br /> construct sewer, water, and storm drain improvements along Guernsey Avenue and Wagner <br /> Avenue, storm drain improvements from Guernsey Avenue to the detention basin site, and sewer <br /> and storm drain lines along Main Street. <br /> Zone Reclassification <br /> Bases for Zone Reclassification <br /> In order to approve an application for a Zone Reclassification, the Planning Commission and <br /> Board of Supervisors shall determine that the following Bases for Zone Reclassification can <br /> be made in the affirmative: <br /> a) The proposed zone district is consistent with the General Plan, any applicable Master <br /> Plan, and any applicable Specific Plan. <br /> • The proposed Zone Reclassification to change the zoning to R-L (Low Density <br /> Residential) is consistent with the current General Plan designation of R/L (Low <br /> Density Residential). <br /> b) The proposed zone district is reasonable and beneficial at the time. <br /> • General Plan Key Plan Strategy No. 1 Growth Accommodation (Vol. I, pg. III-2) <br /> states that "urban communities, including incorporated cities and unincorporated <br /> communities, shall accommodate the vast majority of the development, because it is <br /> in these areas that urban services exist or are expected. In particular, growth shall <br /> be directed to the cities as much as possible." The project site is located within the <br /> unincorporated urban community of Stockton and has a General plan designation of <br /> R/L. This site is planned for urban development. The adjacent parcels to the north <br /> and west of the project site are currently zoned R-L and are developed residentially. <br /> The proposed project will have public services available. The applicant has <br /> submitted a "will serve" letter for sanitary sewer service from the City of Stockton <br /> Department of Municipal Utilities. A"will serve" letter for water service was submitted <br /> from California Water Service Company. For public stormwater drainage, the <br /> Department of Public Works has determined that a detention basin, to be constructed <br /> in the southwest corner of the project site and dedicated to San Joaquin County, will <br /> be acceptable. <br /> General Plan Policies <br /> Infrastructure Services <br /> Wastewater Treatment Policy No. 2 (Vol. I, pg. IV-103) <br /> Within General Plan designated urban communities, public wastewater treatment <br /> systems are required. <br /> The applicant has submitted a "will serve" letter for sanitary sewer service from the <br /> City of Stockton Department of Municipal Utilities, dated April 19, 2005, stating that <br /> there is sufficient capacity available to serve the proposed subdivision at this time. <br /> 2 <br />
