Services <br /> The proposed Major Subdivision is located in the Low Density Residential zone. Public <br /> sewer and storm drainage services are currently unavailable to the proposed project. <br /> California Water provides water to the project service area and has submitted a "will <br /> serve" letter for the project. The property owner would have to be able to provide sewer <br /> service and storm drainage to all lots in the proposed subdivision to allow this project to <br /> proceed. Will serve letters for sewer service, water service, and storm drainage would <br /> be required at the time the project was submitted as a full application. [Development <br /> Title Sections 9-1105.3(b) & 9-1135.3(b)] <br /> Lot Size <br /> Development Title Section 9-310.3 states that for Major or Minor Subdivision <br /> applications, the size of individual lots may be reduced to seventy-five percent (75%) of <br /> the minimum lot size required by Table 9-310.3, provided the following conditions are <br /> met: <br /> (1) The average lot size for all lots in the proposed subdivision shall be equal to or <br /> greater than the minimum lot size required; and <br /> The average lot size is 5,584 square feet. This is less than the required lot <br /> size of 6,000 square feet per lot. <br /> (2) Individual lots shall not be less than five thousand square feet in area. <br /> Of the 117 proposed lots, 60 are below 5,000 square feet in area. <br /> Lot Width <br /> Development Title Section 9-310.4 states that for Major or Minor Subdivisions the lot <br /> width of individual lots may be reduced to seventy percent (70%) of the minimum lot <br /> width required by Table 9-310.3 provided the following conditions are met: <br /> (1) The average lot width for all lots in the proposed subdivision shall be equal or <br /> greater than the minimum lot width required, and <br /> The average lot width of all lots in the subdivision is 54.5 feet. This is less <br /> than the minimum lot width of 60 feet. <br /> (2) Individual corner lots shall not have a lot width of less than fifty (50) feet. <br /> All corner lots have a lot width of 65 feet. This satisfies the lot width <br /> requirement. <br /> The project is currently unable to meet the requirements of the Development Title for <br /> both lot size and lot width. The Community Development Department would be unable <br /> to recommend approval of the project in its current configuration due to these issues. <br />
