October 31, 2005 <br /> NOA Project Number: E05132A <br /> The subject property is located on the east side of Del Mat Avenue,between Homer Avenue and East <br /> �• Main Street. One residence and one barn are located on the property; the remainder of the property <br /> is a vacant field which has been tilled recently. The barn appeared to be constructed of unpainted <br /> y wood. A portion of a former greenhouse to the north of the subject property may be located on the <br /> L property;the property lines were not marked at the time of the site visit. One domestic well is located <br /> on the subject property to the northeast of the barn. <br /> 1b. The barn on the property was filled with miscellaneous equipment and debris which obscured the <br /> ground surface in places. At least four drums not located within secondary containment were observed <br /> i along the east side of the barn on the subject property. One of the drums felt empty;the other three <br /> Ir felt at least partially full. The full or partially full drums appeared to have been used for waste oil. At <br /> least 30 mostly empty chemical buckets were observed within the barn on the subject property. Paint <br /> cans and other small containers were observed as well. Scattered household trash was observed along <br /> �. the East Main Street property line. <br /> y Soil stains were observed on the subject property. An area several feet long consisting of scattered <br /> 41. smaller stains was observed on the dirt road to the east of the barn. Small stains and/or soil <br /> 1 discoloration were observed in multiple locations on the dirt floor of the barn. <br /> LNo underground or above-ground storage tanks were observed on the subject property. The depression <br /> to the east of the subject property, indicated by Mr. Cafesse as the likely location of the former <br /> Lunderground storage tank belonging to Mr. Rolleri (Section 2.4),was observed on October 24,2005. <br /> Adjacent properties were surveyed at the time of the site visit. To the north of the subject property was <br /> L Horner Avenue, followed by Eastside Community Park. To the west was Del Mar Avenue, followed <br /> by single-family residences. To the south was East Main Street,followed by two rural residences,crop <br /> land,and an orchard. To the east was a rural residence,a barn,a few former greenhouses in disrepair, <br /> a small orchard,and an open field. A PVC pipe was observed protruding from the rear of the barn to <br /> L the east,discharging a continuous flow of water to the ground. A debris pile consisting mainly of wood <br /> was observed on the western edge of the property to the east. During a previous visit (November 3, <br /> L 2004)to the adjacent residence to the east,NOA noted an above-ground storage tank to the east of that <br /> residence. <br /> 3.1.8 Pacific Gas&Electric <br /> L <br /> Ms. Linda Harkins of Stockton PG&E has stated that the only way to determine the PCB content of <br /> transformers without blue PCB-free or silver retrofit stickers is to have them tested, a service which <br /> PG&E will provide for a charge.12 <br /> L <br /> 12Personal Com unicadon,March 5,2004. <br /> 9 <br /> .,44i <br /> L <br />
