PA-0400078 OF FRANK CORDEIRO <br /> The applicant has submitted the above referenced Site Approval application for a farm services <br /> business. The applicant proposes to only park trucks and equipment for the use in his manure <br /> spreading business. This service is conducted solely on his clients' agricultural properties and <br /> the applicant will not store any manure on his property. The project does not involve a significant <br /> investment in facilities or permanent structures. The total acreage of the project is 3.57 acres <br /> with a General Plan designation of R/L (Low Density Residential) and a Zoning designation of <br /> AU-20 (Agricultural Urban Reserve-minimum 20 acres). <br /> The project site is located on the south side of Miller Avenue, 1600 feet east of Escalon Avenue <br /> in Escalon. <br /> The Community Development Department has reviewed the proposed Site Approval and offers <br /> the following comments: <br /> Neighborhood Opposition <br /> As of March 16, 2004, there have been a total of 109 persons who have either signed a petition <br /> or sent a letter in opposition to this project. Their complaints are as follows: <br /> • Odor and Flies: "...the odor from the leftover manure will attract thousands of flies <br /> which will eliminate all outdoor activities..." <br /> • Noise: "Starting and warming up the diesel engines begins as early as 5:00 AM. During <br /> the evening...this noise will keep...family members awake. Outside activities will also be <br /> disrupted by the noise. Noise from repairing and maintaining trucks and equipment...will <br /> be very disrupting." <br /> • Pollution/Dust: "The road and parking areas are dirt and gravel...this would cause a <br /> tremendous amount of dust in our homes..." <br /> • Aesthetics: "Looking out the back window of our home we now see the top of the truck <br /> cabs and a complete truck on top of a trailer." <br /> • Roads: "Passage of this application will increase the cost for road maintenance and <br /> repairs caused by the increase volume of big rig diesel trucks and trailer activity. <br /> The Community Development Department has proposed conditions that, when implemented, will <br /> address some of the community's concerns regarding odor, noise, dust, and aesthetics. <br />
