Public Hearing <br /> Because of the issues raised by the neighborhood opposition, this item has been tentatively <br /> scheduled for the Planning Commission meeting on April 15, 2004. <br /> Site Plan <br /> In order to stay on the Planning Commission date of April 15, 2004, the applicant needs to submit <br /> five copies and two 8%: X 11 reductions of a revised site plan incorporating the recommended <br /> conditions of approval within one week of the Development Committee meeting. Because this <br /> project has generated some controversy within the neighborhood, the revised site plan will be <br /> included with the Planning Commission staff report, which will allow the Planning Commission to <br /> have an accurate portrayal of the project site with the recommended changes. <br /> If the revised site plan is submitted by March 31, 2004, the Community Development Department <br /> will take this item to the Planning Commission meeting of April 15, 2004 with a recommendation <br /> of approval with the following recommended conditions: <br /> Site Approval Application No. was approved by the San Joaquin County Planning <br /> Commission on . The effective date of approval is . This approval will expire on , which is <br /> 18 months from the effective date of approval, unless (1) all Conditions of Approval have <br /> been complied with, (2) all necessary building permits have been secured and remain in <br /> force, and (3) all necessary permits from other agencies have been secured and remain in <br /> force. <br /> Unless otherwise specified, all Conditions of Approval and Ordinance requirements shall be <br /> fulfilled prior to the establishment of the use and the issuance of any building permits. <br /> Those Conditions followed by a Section Number have been identified as Ordinance <br /> requirements pertinent to this application. BUILDING PERMIT: Submit an "APPLICATION-GRADING BUILDING PERMIT'. This Plan <br /> must show drainage, driveway access details (including gates), on-site parking, landscaping, <br /> signs, existing and proposed utility services, and grading (refer to the "SITE PLAN CHECK <br /> LIST'for details). A fee is required for the Site Plan review. <br /> b. APPROVED USE: This approval is for the parking of four (4) trucks and four (4) trailers <br /> used in the manure spreading business (Use Type: Farm Services) as shown on the Site <br /> Plan dated February 18, 2004. The service is to be conducted solely on the clients' <br /> agricultural properties and there will be no storage of any manure on the property. The <br /> hours of operation will be from 6:00 AM to 9:00 PM. <br /> c. COMPLIANCE DATE: Because this development is currently operating without the <br /> required permits, the following shall apply: <br /> (1) Grading Permit shall be submitted within thirty (30) days from the effective date of <br /> approval. <br /> (2) All Conditions of Approval shall be completed within one hundred eighty (180) days of <br /> issuance of the Grading Permit. <br /> d. BUSINESS LICENSE: The applicant shall secure an approved Business License prior to <br /> the initiation of the use.
