handicapped accessible. The applicant was required to provide a total of five parking <br /> spaces for the existing winery. As a result, the total number of parking spaces required is <br /> eleven parking spaces. The site plan meets this requirement. <br /> The guidelines for parking stall dimensions for automobiles are a minimum of twenty (20) <br /> feet long by nine (9) feet wide (Development Title Section 9-1015.5). The dimensions for <br /> automobile stalls must be shown on the Improvement Plan. <br /> Access and Circulation <br /> Development Title Table 9-1015.3(a) requires the park to be served by at least one <br /> interior road of continuous two-way circulation. Two-way roads must be a minimum of <br /> 24 feet wide. One way roads shall be a minimum of 16 feet wide and shall originate <br /> from and terminate in a two-way road. (Development Title Section 9-1040.4) The <br /> dimensions and circulation pattern must be shown on the Improvement Plan. <br /> Setback <br /> Recreational vehicle sites and off-street parking spaces must not be located within the <br /> setback areas required for main buildings in the zone in which the recreational vehicle <br /> park is located. (Development Title Section 9-1040.3(b)) The property is zoned AG-40. <br /> Therefore, the recreational vehicle units must be thirty feet way from the front property <br /> line, ten feet away from side property lines, and thirty feet way from the rear property <br /> line. (Development Title Table 9-610.2) The setback for the recreational units shall be <br /> shown on the Improvement Plan. <br /> Williamson Act <br /> The proposed site is currently under the California Land Conservation Act and is subject <br /> to Williamson Act contract No. 71-C1-158. The contract restricts development to uses that <br /> are compatible with the Williamson Act and Development Title Section 9-1805. <br /> "Compatible use" as defined in the Williamson Act includes uses determined by the <br /> County to be compatible with the agricultural, recreational, or open-space use of land <br /> within the preserve and subject to contract. (Government Code Section 51201[el) The <br /> recreational vehicle park is a compatible use type as it is for the promotion of agritourism. <br /> The recreational vehicle park will encourage the winery business and other agricultural <br /> related uses. In addition, the proposed project site is currently used as a loading area for <br /> the winery and no vineyards will be removed. The use is in compliance with Development <br /> Title Section 9-1810.3(b) (6) which permits such outdoor recreational activities which can <br /> be carried out in conjunction with the continued agricultural usage of the land. <br /> Use Permit application No. PA-0900046 is scheduled to be heard before the Planning <br /> Commission on May 7, 2009. The Community Development Department has reviewed <br /> the project and responses as of April 9, 2009 from other agencies, and assuming any <br /> outstanding issues have been resolved, will be recommending that the Planning <br /> Commission approve the project subject to the following conditions: <br /> Use Permit Application No. was approved by the Planning Commission on <br /> . The effective date of approval is . This approval will expire on <br /> which is 18 months from the effective date of approval, unless (1) all Conditions of <br /> Approval have been complied with, (2) all necessary building permits have been <br /> issued and remain in force, and (3) all necessary permits from other agencies have <br /> been issued and remain in force. <br /> 2 <br />
