The operation of this property in the past has resulted in the continual overflow of <br /> untreated and/or partially treated wastewater on to our property at 96 W.Mossdale Road(see attached <br /> letter).This,and other violations of law, resulted in the closure of this mobile home park. As the owner <br /> socks to reopen the mobile home park,I have the following concerns that should be addressed by the <br /> county. <br /> 1. 'Che grading plan for the site does not show a storm water retention pond Where will storm water <br /> flows from the site,and the portion of Mossdale Road that drains onto the site,go?It is my <br /> understanding that all storm water flows must be contained on site. The site may not continue to <br /> use Mossdale Associates property to dispose of its storm water or wastewater. <br /> 2. The grading plan for the site does not show proposed changes in grade which will prevent <br /> stormwater and wastewater from flowing from the site on to Mossdale Associates property.The <br /> ten-feet wide setback area should be higher than the interior grade to prevent these flows from <br /> occurring. <br /> 3. 1 am concerned about the potential inability of the proposed percolation ponds to adequately <br /> dispose of the wastewater during the winter. Would the disposal area be large enough during a <br /> period of heavy rains as we have had recently,or high water in the river? <br /> 4. 1 am concerned about the potential for nitrate and other contamination due to inadequate operation <br /> of the wastewater treatment plant. Has the applicant performed the necessary tests,such as <br /> percolation tests,or a nitrate loading study?What agency will have operational oversight of the <br /> wastewater treatment plant? <br /> 5. The grading plan does not show the required elevation increase necessary to keep the mobile <br /> homes from flooding in the future. All of the structures and mobile homes built by Brown Sand, <br /> Inc. on the Mossdale Associates property have been required to be constructed on elevated pads <br /> because the property is not protected from the 100-year flood. In fact,as recently as 1997 the <br /> Mossdale Associates property and the proposed mobile home park were inundated by flood <br /> waters. <br /> 6. The site is a proposed residential use next to Interstate 5. Based on noise studies performed in time <br /> past by Brown Sand for the quarry,it is questionable if the site,as shown,can comply with the <br /> county's noise ordinance if it is applied to the project. <br /> Thank you for the opportunity to comment on this application.
