LMOUNTAIN HOUSE PROPOSED MACHADO TENTATIVE MAP 4.ENVIRONMENTALCHECKLIST <br /> 4.16 UTILITIES AND SERVICE <br /> L <br /> L through sanitary sewers, treatment, and land disposal or discharge to Old River. The current <br /> capacity of the wastewater treatment plant(WWTP) is three mgd(Karam, 2006). Storrs <br /> drainage includes storm drains, water quality basins, and improvements to Mountain House <br /> LCreek. Details regarding these utilities are presented in the SPIIIEIR(EDAW, 2005b). <br /> L SIGNIFICANT IMPACTS IDENTIFIED IN 2005 SPIIIEIR <br /> Five potential impacts were identified in the 2005 SPIIIEIR. All five were found to be less <br /> than significant. The potential impacts included demand for water supply, demand for water <br /> infrastructure, demand for wastewater treatment and disposal capacity, demand for <br /> L wastewater infrastructure, and demand for electricity and natural gas supply and <br /> infrastructure. <br /> L <br /> FINDINGS RELATED TO SIGNIFICANT IMPACTS IDENTIFIED IN 2005 SPIIIEIR <br /> LSince all the potential impacts were found to be less than significant, there are no related <br /> findings identified in the 2005 SPIIIEIR. <br /> LDISCUSSION REGARDING PROPOSED PROJECT <br /> La) Exceed wastewater treatment requirements of the applicable Regional Water Quality <br /> Control Board? <br /> LThe proposed project would generate wastewater that would be treated at the MHCSD <br /> WWTP. MHCSD has obtained two permits from the Central Valley Regional Water Quality <br /> Control Board(RWQCB): one for discharging 5.4 mgd of treated wastewater into Old River <br /> on a year-round basis, and the other for land disposal of 2.6 mgd of treated wastewater. At <br /> the present time, treated wastewater from the W WTP is disposed of on land located north and <br /> northwest of the W WTP. River discharge is expected to commence by the end of 2006 once <br /> MHCSD has satisfied the pre-discharge requirements of the Central Valley RWQCB permit <br /> 6. (Karam, 2006). Until then, land disposal of treated wastewater will continue. Regardless of <br /> the method of disposal,wastewater treatment and disposal must comply with the permits <br /> issued by the RWQCB or the RWQCB would initiate enforcement actions that could include <br /> a cease-and-desist order. If corrective actions do not satisfy the RWQCB, it could impose a <br /> moratorium on new sewer connections. Thus, the wastewater treatment requirements will not <br /> be exceeded and a less-than-significant impact would occur. <br /> Mitigation Measures <br /> L, No mitigation measures are required. <br /> L b) Require or result in the construction of new water or wastewater treatment facilities or <br /> expansion of existing facilities, the construction of which could cause significant <br /> environmental effects? <br /> L <br /> L 4-85 <br />
